CITY OF RIVERSIDE CITY COUNCIL COUNCILMEMBERS Minutes of: Time of Meeting: Place of Meeting: Date of Meeting: Regular Meeting of the City Council 1 p.m. Art Pick Council Chamber, City Hall September 16, 2003 WARDS Roll Call: In the absence of Mayor Loveridge, Mayor Pro Tempore Schiavone called the meeting to order at 1 p.m. ORAL COMMUNICATIONS FROM THE AUDIENCE There were no comments presented at this time. CLOSED SESSIONS The Mayor and City Council recessed to the City Council Board Room for closed sessions pursuant to Government Code §54956.9 to confer with and/or receive advice from legal counsel concerning (1) Carol Ann Lindsay v. City of Riverside, et al. - RCSC Case No. 306812; and (2) Outdoor Media Group v. City of Riverside - RCSC Case No. 253655 and USDC Case No. EDCV00-469 RT(AJWx). City Attorney Priamos stated there were no reportable actions taken. RECESS The City Council recessed at 2 p.m. and reconvened at 3 p.m. in the Art Pick Council Chamber with Mayor Loveridge presiding. PUBLIC HEARINGS AND PLANNING REFERRALS AND APPEALS CASE PO3-0135 - APPEAL - TRACT MAP 31147 - NLY. TERMINUS OF BUCHANAN - CONTINUED Further hearing was called on the appeal of Daniel E. Katz of Reid & Hellyer on behalf of Infinity Homes, LLC, from the decision of the Planning Commission in approving with modifications and subject to conditions proposed Tract Map 31147 by Infinity Homes to subdivide approximately 28.5 acres into 63 lots situated at the northerly terminus of Buchanan Street, in Zones R-1-65 and RC. At the applicant's request, the City Council continued the hearing to 3 p.m. on November 18, 2003. CASE P03-0641 (PART B) - SYCAMORE CANYON SLY. OF FAIR ISLE Hearing was called on the proposal of Matt Webb and Associates, on behalf of Raceway Ford, to amend the Sycamore Highlands Specific Plan to add standards for an electronic message center freeway sign in the Auto Center land use designation of the Specific Plan. No one was present wishing to speak on the matter. No written protests were presented. Following discussion, the public hearing was officially closed. The City Council (1) upheld the action of the Planning Commission in approving Case P03- 0641 (Part B) with modifications and subject to conditions; (2) adopted the staff report and environmental assessment as findings; (3) upheld the Planning Commission's determination that the project would not have a significant effect on the environment and concurred in the adoption of a 89-101 Present Motion Second All Ayes
