EQUIPMENT COMPANY, IN THE AMOUNT OF $50,629 <br />ISSUE: <br />Award Bid No. 7743 for the installation of fiber optic civil infrastructure to Doty Bros. Equipment Company, <br />of Norwalk, California, in the amount of $50,629. <br />RECOMMENDATION: <br />That the Board of Public Utilities award Bid No. 7743 for the installation of fiber optic civil infrastructure to <br />Doty Bros. Equipment Company, of Norwalk, California, in the amount of $50,629. <br />BACKGROUND: <br />On October 22, 2018, the Board of Public Utilities approved Work Order No. 1423748 in the amount of <br />$1,265,000 to upgrade the fiber optic cable between Freeman and Orangecrest Substations to improve <br />the fiber optic communications system. The fiber network infrastructure is instrumental to the operation, <br />reliability, and security of the electric grid. <br />Riverside Public Utilities (RPU) will replace aged 12 -strand fiber optic cable with 144 -strand standard fiber <br />optic cable to improve capacity, reliability and redundancy of the fiber optic network system. <br />Work Order No. 1423748 included $45,000 in estimated cost for civil infrastructure construction to be <br />performed by RPU's Electric Contractor's Panel. Staff anticipated returning to the Board to award a <br />contract for the civil work, if lowest responsive bid exceeded $50,000. <br />The fiber optic cable installation, testing, and commissioning is being performed by RPU crews. The <br />project is currently 60% complete, with the exception of the civil infrastructure work needed to complete <br />the remaining fiber network cable installation. <br />DISCUSSION: <br />The scope of work of the fiber optic network project includes the construction of civil infrastructure facilities <br />and equipment. The contract scope includes the installation of 53 feet of trenching, backfilling & <br />restoration, 102 feet of four -inch conduit, 26 -feet of retaining wall, four (4) poured -in-place concrete pads <br />for fiber optic cabinets, four (4) pull boxes, and associated components. <br />Bid No. 7743 for this work was posted on the City's Online Bid System on January 23, 2020 and closed <br />
