CHARTER REVIEW COMMITTEE <br />City of Riverside <br /> August 28, 2003, 5 p.m. <br /> Mayor's Ceremonial Room <br /> City Hall, 3900 Main Street <br /> <br />MINUTES <br /> <br />PRESENT: <br /> <br />ABSENT: <br /> <br />STAFF PRESENT: <br /> <br />ALSO PRESENT: <br /> <br />Chair Eric Haley and Members Marcia McQuern, Rose Mayes, Dale <br />McNair, Dorothy Bailey, Stan Stosel, Rusty Bailey, William Turpin, Ray <br />Higgins, Connie Leach, Gar Brewton, Mike Teer, Vice Chair Ben Johnson, <br />Barry Johnson, Art Garcia, and Marjorie yon Pohle <br /> <br />Member Damon Castillo (excused) and Stan Stosel (excused) <br />Colleen Nicol, Kathleen Gonzales, and Sharon Cooley <br /> <br />Barbara Purvis and Sylvia M arten-James representing the League of <br />Women Voters, Sue Nash, H. Mihalak, Gerald Smith, Dan Hantman and <br />Tom Willman <br /> <br />Chair Eric Haley convened the Charter Review Committee at 5:05 p.m. <br /> <br />The Pledge of Allegiance was given to the flag. <br /> <br />MINUTES <br />Approval of the minutes will be added to future agendas and excused absences noted. <br /> <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Susan Nash announced the candlelight vigil honoring Martin Luther King, Jr. to be held at 6:30 <br />p.m. that evening. Sandy Mihalak urged audience comment for each discussion item. Chair <br />Haley confirmed there would be ample opportunity for audience comment. <br /> <br />REVIEW OF CHARTER TO IDENTIFY FUTURE DISCUSSION ITEMS <br />Chair Haley commented on the Model City Charter published by the National Civic League <br />which was distributed to Committee members with the agenda materials. The League also <br />publishes a Guide for Charter Commissions, copies of which are available from the City Clerk. <br /> <br />The Committee reviewed the Charter in its entirety identifying the sections for future discussion <br />the substance of will include, but not be limited to: <br /> <br />Preamble - Consider adding language relative to Riverside's diversity. <br />Section 101 -Legal review and update language, if appropriate. <br />Section 400 - To consider the number of Wards and manner of election of Members of the City <br />Council <br />Section 401 - To require a certain length of residence for eligibility of Councilmembers. <br />Section 402 - To consider the appropriate number of Wards. <br /> <br />CRC-6 <br /> <br /> <br />
