CHARTER REVIEW COMMITTEE City of Riverside August 28, 2003, 5 p.m. Mayor's Ceremonial Room City Hall, 3900 Main Street MINUTES PRESENT: ABSENT: STAFF PRESENT: ALSO PRESENT: Chair Eric Haley and Members Marcia McQuern, Rose Mayes, Dale McNair, Dorothy Bailey, Stan Stosel, Rusty Bailey, William Turpin, Ray Higgins, Connie Leach, Gar Brewton, Mike Teer, Vice Chair Ben Johnson, Barry Johnson, Art Garcia, and Marjorie yon Pohle Member Damon Castillo (excused) and Stan Stosel (excused) Colleen Nicol, Kathleen Gonzales, and Sharon Cooley Barbara Purvis and Sylvia M arten-James representing the League of Women Voters, Sue Nash, H. Mihalak, Gerald Smith, Dan Hantman and Tom Willman Chair Eric Haley convened the Charter Review Committee at 5:05 p.m. The Pledge of Allegiance was given to the flag. MINUTES Approval of the minutes will be added to future agendas and excused absences noted. ORAL COMMUNICATIONS FROM THE AUDIENCE Susan Nash announced the candlelight vigil honoring Martin Luther King, Jr. to be held at 6:30 p.m. that evening. Sandy Mihalak urged audience comment for each discussion item. Chair Haley confirmed there would be ample opportunity for audience comment. REVIEW OF CHARTER TO IDENTIFY FUTURE DISCUSSION ITEMS Chair Haley commented on the Model City Charter published by the National Civic League which was distributed to Committee members with the agenda materials. The League also publishes a Guide for Charter Commissions, copies of which are available from the City Clerk. The Committee reviewed the Charter in its entirety identifying the sections for future discussion the substance of will include, but not be limited to: Preamble - Consider adding language relative to Riverside's diversity. Section 101 -Legal review and update language, if appropriate. Section 400 - To consider the number of Wards and manner of election of Members of the City Council Section 401 - To require a certain length of residence for eligibility of Councilmembers. Section 402 - To consider the appropriate number of Wards. CRC-6
