CHARTER REVIEW COMMITTEE <br /> City of Riverside <br /> August '14, 2003, 5 p.m. <br />Public Utilities Customer Service Center <br />Conference Room, 3460 Orange Street <br /> <br />MINUTES <br /> <br />PRESENT: <br /> <br />ABSENT: <br /> <br />STAFF PRESENT: <br /> <br />ALSO PRESENT: <br /> <br />Chair Eric Haley and Members Damon Castillo, Mamia McQuern, Rose <br />Mayes, Dorothy Bailey, Stan Stosel, Rusty Bailey, Ray Higgins, Connie <br />Leach, Gar Brewton, Vice Chair Ben Johnson, Barry Johnson, Art Garcia, <br />and Marjorie von Pohle <br /> <br />Members Dale McNair (excused), Mike Teer (excused), and William <br />Turpin (excused) <br /> <br />Colleen Nicol, Gregory Priamos, Sharon Cooley, Tricia Ruiz, and Janis <br />Lowry <br /> <br />Barbara Purvis representing the League of Women Voters and David <br />Kessinger <br /> <br />Chair Eric Haley convened the Charter Review Committee at 5:05 p.m. <br /> <br />INFORMATION MATERIALS AND HISTORICAL PERSPECTIVE ON CHARTER <br />Chair Haley reported that he and Vice-Chair Johnson had met with staff the preceding Friday to <br />discuss this week's agenda and requested preparation of the bdef history of Riverside's Charter <br />and a description of the issue items forwarded from the City Council and staff which are <br />included with the agenda materials distributed. Also included in the packet are two articles <br />from Governing Magazine forwarded from Mayor Loveridge. <br /> <br />City Clerk Colleen Nicol reviewed the Charter history and answered questions. The 1973 <br />reference to Riverside Unified School District was clarified in that those provisions were later <br />repealed. <br /> <br />COMMUNITY OUTREACH/PROMOTION <br />Communications Officer Sharon Cooley reviewed the Promotional/Campaign Timeline, <br />Promotional Activity Budget, and the proposed community outreach program. City staff is <br />preparing two or three Iogos for the Committee to review at the next meeting to begin the <br />marketing campaign the first week of September. Information will also be available on the <br />City's web page. <br /> <br />One member felt that advertising should be limited, as the members have been selected to <br />represent the community. The consensus agreed that forums should be held throughout the <br />community with the first conducted soon to receive general comments with later forums <br />receiving input on specific issues. Vice-Chair Johnson will confirm the availability of the La <br />Sierra High School Performing Arts Center for the first forum with Goeske Center as an <br /> <br />CRC-3 <br /> <br /> <br />
