RPU -7728 FOR STREETLIGHT METAL POLE PAINTING AND <br />RESTORATION PHASE 2, WITH STREETLIGHT RESTORATION SPECIALISTS, INC. <br />IN THE AMOUNT OF $290,964; WORK ORDER NO. 1904093 FOR A TOTAL <br />EXPENDITURE OF $333,000; AND REJECT BID SUBMITTED BY HARBOR COATING <br />AND RESTORATION AS NON-RESPONSIVE <br />ISSUES: <br />Award Bid No. RPU -7728 for the Streetlight Metal Pole Painting and Restoration Phase 2 Project at various <br />locations throughout the City to Streetlight Restoration Specialists, Inc., of Simi Valley, California, in the <br />amount of $290,964; approve Work Order No. 1904093 for a total expenditure of $333,000 for work related <br />to the project; and reject the bid submitted by Harbor Coating and Restorations as non-responsive. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Reject the bid submitted by Harbor Coating and Restoration as non-responsive; and <br />2. Award Bid No. RPU -7728 for the Streetlight Metal Pole Painting and Restoration Phase 2 Project <br />at various locations throughout the City to Streetlight Restoration Specialists, Inc., of Simi Valley, <br />California, in the amount of $290,964; and <br />3. Approve Work Order No. 1904093 for a total expenditure of $333,000 for work related to the project. <br />BACKGROUND: <br />The City of Riverside owns its own street lighting system, and Riverside Public Utilities (RPU) operates <br />and maintains that system on behalf of the City. RPU recovers the costs to operate and maintain the street <br />lighting system from the street lighting electric rates (Electric Rate Schedules LA -1 and LS -2). This system <br />includes 2,806 metal and aluminum streetlight poles throughout the City that require ongoing maintenance <br />and operational upgrades due to age and deterioration in order to maintain a functional streetlight system. <br />The light poles are approximately 50 years old. <br />On September 26, 2016, the Board of Public Utilities approved Work Order No. 1617059 for the Streetlight <br />Metal Pole Painting Phase 1 Project. Under Phase 1 of the project, 2,200 metal streetlights were repainted <br />to their original black color to prevent corrosion and preserve their remaining life. <br />The Streetlight Metal Pole Painting and Restoration Phase 2 Project will restore the remaining 606 metal <br />and aluminum streetlights. The scope of work includes repainting 516 aluminum poles to their original <br />
