Cafes <br />CITY OF RIVERSIDE <br />STATE OF CALIFORNIA <br />ORDER OF THE DIRECTOR OF EMERGENCY SERVICES <br />WHEREAS, Government Code section 8634 empowers the Director of Emergency <br />Services to promulgate orders and regulations necessary to provide for the protection of life and <br />property; and <br />WHEREAS, Riverside Municipal Code section 9.20.050 empowers the Director of <br />Emergency Services to do the following: <br />A. During the existence of a "state of war emergency," or the proclaimed existence of a <br />state of emergency" or a "local emergency" affecting the City to: <br />1. Control and direct the effort of the City Emergency Organization. <br />2. Direct cooperation and coordination of services and staff of the City Emergency <br />Organization and resolve questions of authority and responsibility that may arise between them. <br />3. Represent the City in all dealings with public or private agencies on matters <br />pertaining to emergencies. <br />4. Make and issue rules and regulations on matters reasonably related to the protection <br />of life and property as affected by such emergency. <br />5. Obtain vital supplies, equipment, and such other properties found -lacking and <br />required for the protection of life and property and to bind the City for the fair value thereof and, <br />if required immediately, to commandeer the same for public use. <br />6. Require emergency services of any City officer or employee and to command the aid <br />of as many citizens of the community as he or she deems necessary in the execution of his or her <br />duties. <br />7. Requisition necessary personnel or material of any City department or agency. <br />8. Execute all of his or her ordinary power as City Manager, all of the special powers <br />conferred upon him or her by the Riverside Municipal Code, City Council Resolution, City <br />Council approved Emergency Plan, powers conferred upon him or her by any statute, City <br />Council approved agreement, or other lawful authority. <br />
