2020 COVID-19 <br />Order No. I - Declaration of Local Emergency <br />2 CITY ®F RIVERSIDE <br />STATE ®F CALIFORNIA <br />3 <br />4 PROCLAMATION OF LOCAL EMERGENCY REGARDING NOVEL CORONAVIRUS (COVID <br />5 WHEREAS, the California Emergency Services Act (Government Code section 8550, et seq.), <br />6 <br />Government Code section 8630, and Riverside Municipal Code sections 2.68.010 and 9.20.060 empower the <br />7 Director of Emergency Services and the Riverside City Council to proclaim a'Local Emergency when the City <br />Council is not in session when there exist conditions of disaster or of extreme peril to the safety of persons <br />8 <br />9 and property within the territorial limits of the City of Riverside which are or are likely to be beyond the <br />control of the services, personnel, equipment, and facilities of the City and require the combined forces of <br />10 <br />11 <br />other political subdivisions to combat; and <br />WHEREAS, on March 8, 2020, the Riverside County's Public Health Officer declared a local <br />12 <br />health emergency based on an imminent and proximate threat to public health from the introduction of a <br />13 <br />14 Novel. Coronavirus (COVID-19) in Riverside County; and <br />15 WHEREAS, on March 10, 2020, the County of Riverside proclaimed a local emergency; and <br />WHEREAS, the Governor of California proclaimed a State of Emergency on March 4, 2020, <br />16 <br />17 pursuant to the authority vested in him, particularly, Government Code section 8625; and <br />18 WHEREAS, the Governor has waived the 60 -day time period in Government Code section 8630, <br />19 within which a local governing authority must renew a local emergency, for the duration of the statewide <br />20 emergency., and further, has ordered that any such local emergency will remain in effect until each local <br />21 governing authority terminates its respective local emergency; and <br />22 WHEREAS, the Director of Emergency Services hereby finds: <br />23 (1) That at the time of this Proclamation the Riverside City Council is not in session; and <br />24 (2) That there exist conditions of a disaster. or of extreme peril to the safety of persons and <br />25 property within the territorial limits of the City of Riverside that are beyond the control of the <br />26 services, personnel, equipment, and facilities of the City for the reasons of COVID-19 and as <br />set forth in the Public Health Officer's Declaration of a Local Health Emergency and County <br />27 <br />28 Local Emergency; <br />
