CITY OF RIVERSIDE <br />BOARD OF PUBLIC UTILITIES <br />Minutes of: Meeting of the Board of Public Utilities <br />Date of Meeting: January 13, 2020 <br />Time of Meeting: 6:30 p.m. <br />Place of Meeting: Art Pick Council Chambers <br />3900 Main Street (at Main and Tenth Streets) <br />Riverside, California <br />CHAIR CALLED MEETING TO ORDER <br />PLEDGE OF ALLEGIANCE TO THE FLAG WAS GIVEN <br />PUBLIC COMMENT <br />1. None. <br />PUBLIC HEARING <br />2. Conduct a public hearing to consider changes to Water Rule 7: Discontinuance and <br />Restoration of Water Service and Appendix A: Water Fees and Charges Schedule <br />that include the delinquency and restoration process for low-income residential <br />customers pursuant to Senate Bill 998 Water Shut -Off Protection Act and adopt a, <br />resolution establishing the changes to Water Rule 7 and Appendix A. <br />Board Chair Russo -Pereyra convened Public Hearing. Oral roll call as follows: <br />Roll Call <br />Present: Dave Austin <br />David Crohn <br />Jeanette Hernandez <br />Ana Miramontes <br />Gil Oceguera <br />Elizabeth Sanchez-Monville <br />Jo Lynne Russo Pereyra <br />Andrew Walcker <br />Fiscal Manager Brian Seinturier gave the Board a presentation on the legislative history and <br />background of Water Rule 7. He presented changes to Water Rule 7 and Appendix A. <br />No public comment was received and Board Chair Russo -Pereyra closed the Public Hearing <br />with: <br />Motion-- Austin Second — Oceguera <br />Ayes: Russo -Pereyra, Austin, Crohn, Hernandez, Miramontes, Sanchez-Monville, Walcker <br />Board Member Andrew Walcker asked for clarification on customer qualifications and public <br />outreach efforts. Acting Customer Engagement Manager Tracy Sato gave details on outreach <br />efforts through multiple RPU customer service locations and call center, additional assistance <br />programs (SHARE, HEAP, Community Action), back of bill, RPU website, staff attendance to <br />community meetings, direct mailings, door hangars/bill tags and urgent notices for 4,500 RPU <br />qualifying customers. Board Chair Pereyra asked for program highlights compared to current <br />processes.
