I n <br />CITY OF <br />RIIVEIZSIDE <br />City Council Memorandum <br />City,JArts Unnovation <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: FEBRUARY 4, 2020 <br />FROM: PUBLIC UTILITIES DEPARTMENT WARD: ALL <br />SUBJECT: PROPOSED CHANGES TO WATER RULE 7: DISCONTINUANCE AND <br />RESTORATION OF WATER SERVICE AND APPENDIX A: WATER FEES AND <br />CHARGES SCHEDULE FOR LOW INCOME RESIDENTIAL CUSTOMERS <br />PURSUANT TO SENATE BILL 998 WATER SHUT-OFF PROTECTION ACT - <br />RESOLUTION <br />ISSUE: <br />Adopt a resolution establishing the changes to Water Rule 7 and Appendix A: Water Fees and <br />Charges Schedule that include the delinquency and restoration process for low-income residential <br />customers pursuant to Senate Bill 998 Water Shut -Off Protection Act. <br />RECOMMENDATION: <br />That the City Council adopt a resolution establishing the changes to Water Rule 7: Discontinuance <br />and Restoration of Water Service and Appendix A: Water Fees and Charges Schedule that <br />include the delinquency and restoration process for low-income residential customers pursuant to <br />Senate Bill 998 Water Shut -Off Protection Act. <br />BOARD OF PUBLIC UTILITIES RECOMMENDATION: <br />On January 13, 2020, after a requisite public hearing, the Board of Public Utilities (Board), with <br />eight members present, unanimously voted to adopt a resolution establishing the changes Water <br />Rule 7: Discontinuance and Restoration of Water Service and Appendix A: Water Fees and <br />Charges Schedule that include the delinquency and restoration process for low-income residential <br />customers pursuant to Senate Bill 998 Water Shut -Off Protection Act and recommended that the <br />City Council adopt a resolution establishing the changes to Water Rule 7: Discontinuance and <br />Restoration of Water Service and Appendix A: Water Fees and Charges Schedule. <br />LEGISLATIVE HISTORY: <br />Senate Bill (SB) 998 was adopted September 28, 2018. It applies to public water systems that <br />supply water to more than 200 service connections and prohibits residential water service from <br />being disconnected under special circumstances. Publicly owned water utilities such as Riverside <br />Public Utilities (RPU) are required to comply with the requirements of SB 998 by February 1, 2020. <br />The bill provides residential water service customers that have been identified and verified as low- <br />
