RECOMMENDATION: That the Committee consider the proposal to amend the City Charter to state that the Mayor's veto includes the right to veto contracts, and the right to veto the budget, including line item veto, and, if approved, direct staff to prepare proposed ballot amendments. BACKGROUND: On October 21, 2019, the Committee approved an amendment to the City Charter which would, among other changes, give the Mayor a vote and eliminate the Mayor's veto. On January 20, 2020, Committee Member Ben Clymer, via e-mail, proposed an amendment to the City Charter which would state that the Mayor's veto authority includes the right to veto contracts, and the right to veto the budget, including line item veto. Member Clymer proposed that this Charter amendment be presented to the City Council as an alternative to the measure giving the Mayor a vote and eliminating the Mayor's veto.
