PRESENT: <br />ABSENT: <br />BOARD OF ETHICS <br />THURSDAY, JANUARY 2, 2020, 5 P.M. <br />ART PICK COUNCIL CHAMBER <br />MINUTES <br />Vice Chair Nelson and Members Ford, House, Macias, <br />Stahovich, and Tucker <br />Chair Huerta and Member Foley <br />STAFF PRESENT: Colleen Nicol and Brandon Mercer <br />Vice Chair Nelson convened the Board of Ethics meeting at 5 p.m. <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />There was no one present wishing to speak. <br />MINUTES <br />Following discussion, it was moved by Member Stahovich and seconded by <br />Member House to approve the minutes of December 5, 2019, as presented. <br />Motion carried with Members Tucker and Nelson abstaining. <br />EXCUSAL OF ABSENCES <br />Following discussion, it was moved by Member Stahovich and seconded by <br />Member House to excuse the absences of Keith Nelson and Wendel Tucker from <br />the meeting of December 5, 2019. Motion carried with Members Tucker and <br />Nelson abstaining. <br />AD HOC COMMMITTEE - SANCTIONS FOR VIOLATION OF CODE OF ETHICS AND <br />CONDUCT <br />Following discussion and a report from the subcommittee on sanctions for <br />violation of the Code of Ethics and Conduct, it was moved by Member House <br />and seconded by Member Stahovich requesting the City Attorney to prepare an <br />ordinance amending Riverside Municipal Code Chapter 2.78 Code of Ethics and <br />Conduct to add sanctions for elected officials to include (1) public apology by <br />the official to the complainant; (2) recommendation for training; (3) removal from <br />regional committees; (4) removal from Mayor Pro Tem rotation; (5) public censure; <br />and (6) restrict from traveling to attend meetings or conferences outside the City; <br />and for appointed officials to include (1) public apology by the official to the <br />complainant; (2) recommendation for training; (3) removal from Chair, Vice - <br />Chair, or other leadership position; and (4) removal from the board or commission. <br />Motion carried unanimously. <br />1 <br />
