People Serving <br />People <br /> <br />CITY OF RIVERSIDE <br /> <br /> MEMORANDUM <br /> <br />Riverside <br /> <br />1998 <br /> <br />HONORABLE MAYOR AND CITY COUNCIL <br /> <br />SUBJECT: CHARTER REVIEW <br /> <br />DATE: May 6, 2003 <br />ITEM NO: 55 <br /> <br />BACKGROUND: <br /> <br />On November 5, 2002, the City Council referred formation of a Charter Review Committee to the <br />Governmental Affairs Committee. The Governmental Affairs Committee considered this matter at <br />their meeting of January 16, 2003, and again on April 3, 2003, at the request of Mayor Loveridge. <br />The reports and minutes of those meetings are attached. The Governmental Affairs Committee <br />deliberated the committee membership composition and method of appointment, appointment of <br />the Committee Chair, and scope of work. <br /> <br />At the meeting of January 16, 2003, the Governmental Affairs Committee unanimously <br />recommended that the City Council approve (1) formation of a sixteen-member Charter Review <br />Committee with each Councilmember appointing two members with at least one representative <br />from their respective Ward and the other at-large, and with the Mayor appointing two members, one <br />of which shall serve as the non-voting Chair; (2) that Charter Review Committee members shall be <br />qualified electors of the City; and (3) that the Committee conduct a full review of the Charter. <br /> <br /> Mayor Loveridge presented four additional recommendations on April 3, 2003: <br />1. City Council will place on the Mamh 2004 ballot the recommendations of the Charter Review <br /> Committee as presented. <br />2. All proposed changes in the current Charter must be approved by a two-thirds vote of the <br /> Charter Review Committee. <br />3. The Mayor will appoint four members of the Charter Review Committee plus the Chair. Each <br /> Councilmember would appoint two members. The combined total membership would be <br /> nineteen. <br /> The Chair of the Charter Review Committee will vote. <br /> <br />Following deliberation, the Governmental Affairs Committee approved the following <br />recommendation for full City Council consideration: <br /> <br />1. Formation of a seventeen-member Charter Review Committee with each Councilmember <br /> appointing two members with at least one representative from their respective Ward and the <br /> other at-large, and with the Mayor appointing three members, one of which shall serve as the <br /> voting Chair; <br />2. Charter Review Committee members shall be qualified electors of the City; <br />3. The Committee shall conduct a full review of the Charter; <br />4. All proposed changes in the current Charter must be approved by a two-thirds vote of the <br /> Charter Review Committee; ......... <br /> 55-1 <br /> <br /> <br />
