<br /> <br /> <br />Charter Review Committee <br /> <br /> <br />TO: CHARTER REVIEW COMMITTEE MEMBERS DATE: JANUARY 13, 2020 <br />FROM: CITY MANAGER WARDS: ALL <br />SUBJECT: CITY MANAGER RECOMMENDATIONS FOR CHARTER CHANGES; CHARTER <br />SECTION 1103 AND 1104 <br />ISSUES: <br />Consider the proposed Charter amendments after discussion with Charter <br />subcommittee. <br />RECOMMENDATIONS: <br />That the Charter Review Committee cproposed revisions to <br />Charter Sections 1103 and 1104 for recommendation to the City Council for placement of <br />proposed amendments on the November 3, 2020 ballot. <br />DISCUSSION: <br />Prioritization of Recommendations <br />Charter Review Committee for its consideration. The Committee requested that the <br />recommendations be prioritized for its future consideration. The City Manager did so and the <br />Committee again reviewed at subsequent meetings but took no action other than to receive and <br />file reports. On December 19, 2019, Committee members Beeman and Barnhart met with City <br />Manager and his staff to review the proposed changes. After discussion, the group determined <br />that the following proposed revisions should be brought forward to the Committee for <br />consideration: <br />a. Amend Charter Section 1103 to create efficiencies through the use of electronic <br />information formats; and <br />b. Amend Charter Section 1104 and 1111 to further clarify appropriations for capital <br />projects. <br /> <br />
