<br /> <br /> <br />Charter Review Committee <br /> <br /> <br />TO: CHARTER REVIEW COMMITTEE MEMBERS DATE: January 13, 2019 <br />FROM: CITY WARDS: ALL <br />SUBJECT: MAYORAL VOTEINTERPRETATION OF POLICY AND <br />COMMENTS MADE BY COUNCILMEMBER CHUCK CONDER <br />ISSUE: <br />Consider comments made by Councilmember Chuck Conder and whether the Mayor shall have <br />the primary but not exclusive responsibility for interpreting the policies of the City, as set forth in <br />Section 405 of the City Charter. <br />RECOMMENDATION: <br />That the Charter Review Committee: <br />1. Consider the comments raised by Councilmember Chuck Conder and direct staff to present <br />for Committee review any revisions to the previously approved ballot measure to address <br />such comment; and <br /> <br />2. Consider whether the Mayor shall have the primary but not exclusive responsibility for <br />interpreting the policies of the City, as set forth in Section 405 of the City Charter and direct <br />staff to present for Committee review any revisions to the previously approved ballot <br />measure. <br />BACKGROUND: <br />On December 9, 2019, the Charter Review Committee discussed and approved amending the <br />Charter to give the Mayor a vote, <br />councilmembers and the Mayor, eliminate -vote, and increase the number <br />of City Council votes required to adopt ordinances and resolutions, including emergency <br />ordinances and resolutions, and to waive competitive bidding requirements for certain public <br />works contracts. The Committee approved certain amendments to the Charter and a proposed <br />ballot measure. <br />On December 9, 2019, Councilmember Chuck Conder submitted emailed comments to the <br />Committee regarding the proposed ballot amendment.
