OF RIVERSIDEO <br />COUNCIT, MEMORANDUM <br /> <br />HONORABLE MAYOR AND CITY COUNCIL DATE: February 7, 1995 <br /> <br /> ITEM NO.: 34 <br /> <br />SUBJECT: GUIDELINES FOR REVIEWING THE COUNTY OF RIVERSIDE'S LAKE <br /> <br />MATHEWS COMMUNITY AND OTHER RELATED PLANS IN THE CITY'S SPHERE <br />OF INFLUENCE <br /> <br />Backqround: <br /> <br />On October 18, 1994, the City Council directed the Planning Department to <br />commence the analysis of pertinent County plans in the City's outer sphere of <br />influence. Ultimately the County plans may be adopted by the City as the most <br />cost effective means of satisfying the planning mandate of voter initiative <br />Measure C. <br /> <br />The staff subsequently prepared a proposed program to perform the work. That <br />work program was reviewed and found acceptable by the Measure C Committee on <br />November 17, 1994. The suggested work program is described in the attached <br />memorandum to the Measure C Committee and primarily involves a review of <br />existing plans and data bases rather than original research. The Measure C <br />Committee is envisioned to play a significant role in the process. <br /> <br />Fiscal Impact: <br /> <br />Specific costs are difficult to estimate. As previously related to the City <br />Council, the work will be performed in-house with the equivalent of about <br />one-half staff year at the Senior Planner level needed to complete the <br />project. There will be modest incidental expenses for advertising, printing, <br />public meetings. Limited outside legal costs may be incurred as well. The <br />work can be performed with the existing resources of the Planning and Legal <br />Departments. <br /> <br />Alternatives: <br /> <br />The City Council may accept, reject or modify the proposed work program. <br /> <br />STAFF RECOMMENDATION: <br /> <br />That the City Council concur with the recommendation of the Measure C <br />Committee and approve the attached work program. <br /> <br /> <br />
