CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />COUNCILMEMBERS <br /> <br />Minutes of: <br />Time of Meeting: <br />Place of Meeting: <br />Date of Meeting: <br /> <br />Regular Meeting of the City Council <br />2 p.m. <br />Art Pick Council Chamber, City Hall <br />July 8, 2003 <br /> <br />WARDS <br /> <br />Roll Call: <br /> <br />PUBLIC HEARINGS AND PLANNING REFERRALS AND APPEALS <br /> <br />DETACHMENT OF PROPERTY FROM RIVERWALK LANDSCAPE <br />MAINTENANCE ASSESSMENT DISTRICT - RESOLUTION <br />Hearing was called to consider the matter of detachment of portions of <br />Lots 12 and 25, and all of Lot 26 of Tract Map 29058 and portion of Revena <br />Avenue and Pierce Street from Riverwalk Landscape Maintenance <br />Assessment District. Two people spoke regarding the matter. No written <br />protests were presented. Following discussion, the public hearing was <br />officially closed. The City Council adopted a resolution ordering the <br />detachment of property from the Riverwalk Landscape Maintenance District <br />as outlined in the written staff report; whereupon, Resolution No. 20466 of the <br />City Council of the City of Riverside Ordering Detachment of Property From <br />the Riverwalk Landscape Maintenance District, was presented and adopted. <br /> <br />UNDERGROUND UTILITY DISTRICT - MARKET BETWEEN FIRST AND <br />60 FREEWAY - RESOLUTION <br />Hearing was called to receive oral and written presentations relative to the <br />formation of an Underground Utility District for the Market Street Improvement <br />Project. The Underground Utility District area would be along Market Street <br />and includes pubic right-of-way plus the first 100 feet from the centerline of <br />Market Street between the 60 Freeway and the centedine of First Street. The <br />overhead utility lines in the district would be placed underground at no cost to <br />the property owners. No one was present wishing to speak on the matter. <br />No written protests were presented. The public hearing was officially closed. <br />The City Council (1) found that the undergrounding of overhead utility lines <br />along Market Street from the 60 Freeway to First Street is in the general <br />public interest for the following reasons: (a) such undergrounding will <br />eliminate an unusually heavy concentration of aerial facilities; and (b) said <br />street and right-of-way is in an area extensively used by the general public <br />and carries a heavy volume of pedestrian, bicycle, and vehicular traffic; and <br />(2) adopted a resolution establishing an Underground Utilities District in <br />accordance with Riverside Municipal Code Section 14.24 with the provision <br />that the conversion of all service drops within the District will be done at the <br />expense of the utilities involved; whereupon, Resolution No. 20467 of the City <br />Council of the City of Riverside, California, Establishing Market Street <br />Underground Utility District, was presented and adopted. <br /> <br />CASE EP-039-890 (REVISED) - APPEAL - 5267 AND 5301 LOCHMOOR - <br />CONTINUED <br />Further hearing was called on the appeal by Friends of Riverside's Hills and <br />Susan Nash, Conservation Chair, San Bernardino Valley Audubon Society, <br />from the decision of the Planning Commission in approving with modifications <br /> <br /> 89-1 <br /> <br />Present <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />Motion <br />Second <br />All Ayes <br /> <br /> <br />
