1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />CITY ATTORNEYS OFFICE <br />3750 unie7RMTY AvFHuE <br />RIVERSIDE CA 97501 <br />(951) 826.5567 <br />BOARD RESOLUTION NO. 2018-03 <br />A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY <br />OF RIVERSIDE, CALIFORNIA, (1) ADOPTING AND ESTABLISHING THE <br />ELECTRIC RATE SCHEDULE EV, DOMESTIC ELECTRIC VEHICLE <br />SEPARATELY METERED, EFFECTIVE JANUARY 1, 2019; AND (2) <br />MAKING RELATED FINDINGS OF FACT <br />WHEREAS, the City of Riverside ("City") by and through its Public Utilities Department <br />("RPU") is obligated to (1) serve its water and electric customers safe, reliable and equitably <br />priced water and electricity, (2) operate its Electric and Water Utilities in an efficient and <br />economical manner, and (3) operate, maintain and preserve its Electric and Water Utilities in <br />good repair and working order; and <br />WHEREAS, RPU is responsible for operating the Electric and Water Utilities in such a <br />manner that revenues from the sale of electric and water shall at least equal the costs of <br />operation, including all maintenance and operating, administrative and general, debt service, <br />capital improvements, tax -related payments and other costs incurred in complying with prudent <br />utility business practices; and <br />WHEREAS, the growth in the number of electric vehicles ("EVs") in California is well <br />underway and is expected to continue. A recent report produced by Next 10 released in January <br />2018 reported that 4.5% of California's light-duty vehicle fleet were comprised of EVs. By the <br />end of 2017, there were over 300,000 EVs in California. In Riverside, there are an estimated <br />2,000 light-duty EVs owned by residents and businesses; and <br />WHEREAS, transportation electrification has become a priority for the State of <br />California to meet its near- and long-term climate change goals for reducing greenhouse gas <br />emissions to 40% below 1990 levels by 2030. Executive orders have been issued by Governor <br />Jerry Brown over the past several years (Executive Orders B-16-2012, B-32-15 and B-48-18) <br />establishing goals for deployment of light-duty EVs in the State, including (i) 1.5 million electric <br />vehicles on the road by 2025, and (ii) 5 million electric vehicles on the road by 2030; and <br />WHEREAS, on May 22, 2018, the City Council approved changes to the electric and <br />water rates for fiscal years 2018119 through 2022123 with the first year of electric rates effective <br />January 1, 2019.
