" A r E R E NE R`" l, F F RIVERSIDE PUBLIC UTILITIES <br />7 Ig&Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 25, 2019 <br />ITEM NO: 16 <br />SUBJECT: INCREASE AUTHORIZATION OF WORK ORDER NO. 642975 IN THE AMOUNT OF <br />$29,000,000 — FOR A TOTAL AMOUNT OF $71,605,521 FOR THE EXPANSION OF <br />69Kv TRANSMISSION CAPACITY BETWEEN EXISTING SYSTEM SUBSTATIONS <br />ISSUE: <br />Authorize the increase of Work Order No. 642975 by $29,000,000 for construction of the 69 kV <br />transmission capacity between existing system substations, including line work and associated <br />components as presented herein, for a total work order amount of $71,605,521. <br />RECOMMENDATION: <br />That the Board of Public Utilities authorize the increase of Work Order No. 642975 by $29,000,000 to <br />continue funding construction of the 69 kV transmission capacity between existing system substations, <br />including line work and associated components as presented herein, for a total work order amount of <br />$71,605,521. <br />BACKGROUND: <br />The project includes improvements to RPU's 69kV sub -transmission system within the City to increase <br />capacity and reliability between key substations. It was planned as part of the Riverside Transmission <br />Reliability Project (RTRP) which is a larger joint project with Southern California Edison (SCE) to provide <br />Riverside Public Utilities (RPU) with a second connection to the state electric transmission grid to address <br />long-term capacity and reliability needs of the City's electric utility system. This project, however, is <br />necessary for the reliable operation of the City's electric system regardless of the project decisions related <br />to RTRP which are currently being heard and decided at the California Public Utilities Commission (CPUC). <br />This portion of the project is not subject to CPUC review and approval since it is part of the City's electric <br />sub -transmission system. Construction on sections of the City's 69kV sub -transmission scope of work are <br />currently underway within the City of Riverside, and it is the improvements within the City that are driving <br />the need for the increased funding at this time. <br />On January 20, 2006, the Board of Public Utilities (Board) approved the RTRP and Work Order <br />No. 642975. On February 5, 2013, the City Council certified the Final Environmental Impact Report (FEIR) <br />for the entire project. On October 17, 2014, the Board authorized an increase in funds for Work Order <br />No. 642975 from $21,605,521 to $42,605,521. <br />The total approved funding for the RTRP Work Order No. 642975 is currently $42,605,521. The approved <br />spending to date (reimbursable and non -reimbursable costs) is $41,500,000 (September 30, 2019). <br />
