FOR A TERM ENDING AUGUST 31, 2022 IN AN AMOUNT NOT <br />TO EXCEED $970,427 <br />ISSUE: <br />Approve a Professional Consultant Services Agreement for Request for Proposal 1864 for the Multi - <br />Substation 69kV Circuit Breaker Replacement Project with Leidos Engineering, LLC., of Hendersonville, <br />Tennessee, for a term ending August 31, 2022, in an amount not to exceed $970,427. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve a Professional Consultant Services Agreement for Request for Proposal 1864 for the <br />Multi -Substation 69kV Circuit Breaker Replacement Project with Leidos Engineering, LLC., of <br />Hendersonville, Tennessee, for a term ending August 31, 2022, in an amount not to exceed <br />$970,427; and <br />2. Authorize the City Manager, or designee, to execute the Professional Consultant Service <br />Agreement with Leidos Engineering, LLC. including making minor and non -substantive changes. <br />BACKGROUND: <br />On September 23, 2019, the Board of Public Utilities (Board) approved Work Order No. 1906356 for the <br />Multi -Substation 69kV Circuit Breaker Replacement Project (Project) in the amount of $3,500,000. At that <br />time, the Board awarded a bid to V&S Schuler for furnishing 24 substation power circuit breakers in the <br />amount of $2,170,143. Construction for the Project will begin in February 2020 with a completion date of <br />May 2022. Riverside Public Utilities (RPU) field forces will perform construction and commissioning. <br />A consultant firm selected via open market procurement will perform a large portion of the engineering <br />design contemplated for this project. The consultant firm awarded with this agreement will be responsible <br />for electrical and civil design, construction support, and as -built of drawings after construction. Thus, <br />requiring a three-year contract to accomplish all tasks. <br />DISCUSSION: <br />On May 31, 2019, Request for Proposal (RFP) 1864 for professional consultant services to design the <br />replacement of aging circuit breakers at multiple RPU substations, was posted on the City's Online Bid <br />
