Andrade <br />The Pledge of Allegiance was given to the flag. <br />PUBLIC COMMENT <br />There were no oral comments <br />at this time. <br />DISCUSSION CALENDAR <br />PLANNING CASE P19-0243 <br />— CERTIFICATE OF APPROPRIATENESS, <br />3581 MISSION INN AVENUE - CONTINUED TO SEPTEMBER 18, 2019 <br />Motion <br />X <br />Chair Pro Tem Parrish announced that the applicant is requesting further <br />Second <br />X <br />continuance. The Board continued Planning Case P19-0243 to the <br />All Ayes <br />X <br />X <br />X <br />X <br />X <br />meeting of September 18, 2019 as requested by the applicant. <br />PLANNING CASE P19-0288 — CERTIFICATE OF APPROPRIATENESS <br />- 5311 MAGNOLIA AVENUE — WARD 1 <br />Certificate of Appropriateness requested by Joseph Miller to consider a <br />Certificate of Appropriateness to remove an existing cypress tree to <br />facilitate the installation of a new driveway approach and reconfiguration <br />of the existing driveway. Scott Watson, Historic Preservation Officer, <br />Motion <br />X <br />presented the staff report. Joseph Miller, applicant, stated that due to the <br />Second <br />X <br />difficulty in entering and exiting the property, as well as the problems with <br />Ayes <br />X <br />X <br />the tree such as damage to his wall, cracks in the sidewalk and also the <br />Noes <br />X <br />X <br />X <br />tree is diseased, he is requesting the removal of the tree. The Board <br />members discussed their concerns in removing the tree which is a <br />character defining feature of the street. Many of the street trees have <br />already been removed and this will further contribute to a precedence for <br />removing more trees. Mr. Watson stated he confirmed with Public Works <br />that the tree was healthy. Following discussion the Cultural Heritage <br />Board: 1. Determined that Planning Case P19-0288 (Certificate of <br />Appropriateness) is exempt from the California Environmental Quality Act <br />(CEQA), pursuant to Sections 15301 (Existing Facilities) and 15331 <br />(Historic Resource Restoration/Rehabilitation) of the CEQA Guidelines, as <br />the proposed project is consistent with the Secretary of the Interior <br />Standards for the Treatment of Historic Properties; and 2.
