NOBLE CO., AND MEDINA CONSTRUCTION FOR A THREE- <br />YEAR EXTENSION <br />ISSUE: <br />Approve the Third Amendment to Master Agreements for the Water Division Contractor's Paving Panel <br />with All American Asphalt, Hardy and Harper, Inc., R.J. Noble Co., and Medina Construction for a three- <br />year extension. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the Third Amendment to Master Agreements for the Water <br />Division Contractor's Paving Panel with All American Asphalt, of Corona, CA, Hardy and Harper, Inc., of <br />Santa Ana, CA, R.J. Noble Co., of Orange, CA, and Medina Construction, of Riverside, CA, for a three- <br />year extension. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) constructs water pipeline replacement projects by hiring outside <br />contractors and by using RPU's water construction crews. However, the water construction crews do not <br />have the means to repave the trench area. When outside contractors are used, the contractor, as part of <br />the scope of work, completes the trench repaving. In the past, RPU relied on the Public Works Department <br />(PW) paving crews to perform the trench repaving for projects completed by the water construction crews. <br />However, the PW paving crews became increasingly busy with other projects, making it difficult to schedule <br />paving work in a timely manner. <br />As a means to hire paving contractors in a more efficient and expedient fashion, the Board of Public Utilities <br />(Board) recommended that the City Council (Council) establish the Water Division's Contractor Paving <br />Panel (Panel) on November 19, 2010, and the Council subsequently approved the Panel on December 7, <br />2010. <br />The Panel proved to be very successful as a means for RPU to repave the pipeline replacement projects, <br />and on November 1, 2013, the Board approved the First Amendment to the Master Agreements for <br />members of the Panel to extend the term for three -years through October 23, 2016. Subsequently, on <br />September 26, 2016, the Board approved the Second Amendment to the Master Agreements, extending <br />the term for an additional three -years, through October 23, 2019. <br />
