Mayor Rusty Bailey
State of the City Address
Riverside, California
January 24, 2019
State of the City 2019 — Elevate Riverside
In politics, you introduce fear to win. In leadership, you remove fear to succeed. In Riverside we
choose to focus on leadership, developing leaders in every generation, at every employment
level, in every ward, and at every college and school. Our community counts on us to provide
leadership, because leadership looks out for others, develops common goals and common
culture, and promotes success for the long run. Everything either declines, or elevates, because of
leadership.
We should all take inspiration from leaders like Chamber President Cindy Roth, Assembly
members Jose Medina and Sabrina Cervantes, and Senator Richard Roth, who continue to stand
up and elevate our position in this region and in this state. And we should be inspired by our City
Council, which voted to fund the new Main Library and city archives and approved the Housing
First Policy and Housing Element that balances residential developments across the seven wards.
And I am inspired by people like you, who took the time to come tonight and to listen to me for
the seventh time in my career. My wife, Judy, is always glad when someone besides her has to
listen to me.
There is an opportunity for new leadership on the City Council this year as three members retire
to the next chapter in life. A special recognition to Councilman Chris MacArthur for his 12 years
of exemplary service to his hometown. His focused efforts on the Grow Riverside initiative and
his representation of the Greenbelt will continue to pay dividends much longer than his three
terms on the council. But perhaps his greatest legacy will be the completion of the Youth
Innovation Center at Arlington Park. This more than $7 million investment in the future of our
city will inspire countless students to further study, explore and experiment in the STEM fields.
So he will need your help as he becomes the chair of the fundraising committee to support the
on-going operations and programs inside this state-of-the-art building. Thanks again, Chris and
Jolyn MacArthur, for your service to, and love for, Riverside.
And to Councilman Steve Adams, we appreciate you stepping back into your seat in Ward 7,
representing the gateway to Riverside. You always bring such passion and conviction to your
work, and the city is grateful to you, and to your wife Marianne, for coming out of retirement
and maintaining the momentum for the west side.
And to the councilman representing Ward 3, and his lovely wife Linda, thank you Mike
Soubirous for your enthusiastic approach to governing the city. Your focus on customer service
Page I of 7
