RPU -7663 FOR LANDSCAPING INSTALLATION FOR THE HARVEY LYNN <br />SUBSTATION SITE EXPANSION PROJECT WITH CONSERVE LANDCARE IN THE <br />AMOUNT OF $110,500 <br />ISSUE: <br />Award Bid No. RPU -7663 for landscaping installation for the Harvey Lynn Substation Site Expansion <br />Project to Conserve LandCare, of Thousand Palms, California, in the amount of $110,500. <br />RECOMMENDATION: <br />That the Board of Public Utilities award Bid No. RPU -7663 for landscaping installation for the Harvey Lynn <br />Substation Site Expansion Project to Conserve LandCare, of Thousand Palms, California, in the amount <br />of $110,500. <br />BACKGROUND: <br />On October 22, 2018, the Board of Public Utilities (Board) approved Work Order No. 1822052 for the <br />Harvey Lynn Substation Site Expansion Project in the amount $2,100,000. At that time, the Board awarded <br />a contract to James McMinn, Inc. for the construction of a new masonry wall in the amount of $1,074,986. <br />Construction for the block wall is scheduled for completion in August 2019. <br />On July 22, 2019, the Board awarded contracts to D'Ybanag Construction Company in the amount of <br />$129,810 and to Stanley Convergent Security Solutions, Inc. in the amount of $68,323 for the street <br />improvements and electronic surveillance installations associated with this project, respectively. The <br />construction completion date for those improvements is estimated for November 2019. In the July Board <br />report, staff noted that there would be a need to return to the Board for consideration to award a bid for <br />landscaping additions. This work is identified and funds are available under the approved Work Order No. <br />1822052. <br />The landscaping installations will involve planting strips next to the station walls along La Sierra and <br />Schuyler Avenues. The strips shall accommodate drought tolerant plants serviced by water -wise irrigation <br />and fertilizer systems. The parkway area at La Sierra Avenue will consist of artificial turf and slow growing <br />type -trees with a drip line system. <br />The new landscaping and irrigation infrastructure will minimize maintenance material and time to the City <br />field personnel resulting in operational savings. These installations will enhance street aesthetics, <br />discourage block wall graffiti, and reduce the public area available for camping by the transient population. <br />
