RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br />BOARD OF PUBLIC UTILITIESDATE: DECEMBER 11, 2017 <br />ITEM NO: 7 <br />SUBJECT:ONE STOPSHOP UPDATE <br />ISSUES: <br />Receive and file this report and presentation on the One Stop Shop performanceupdate. <br />RECOMMENDATIONS: <br />That the Board of Public Utilitiesreceive and file thisreport and presentationon the One StopShop <br />performanceupdate. <br />BACKGROUND: <br />On December 2, 2014, the City Council approved the Riverside 2.0 Strategic Plan and the Business Ready <br />Riverside strategy(Streamline Riverside). The Streamline Riverside strategy focuses on ideas for <br />improvements to the development review process that will facilitate investment by removing obstacles and <br />hurdles in the development review process. The guiding principles behind this effort include simplifying <br />processes and procedures, reviewing processes through the eyes of customers, and creating certainty. <br />One such improvement was the formation of the One Stop Shopconsolidating the process of land <br />development, plan review, and permitting assistance into a single location on the third floor of City Hall. <br />DISCUSSION: <br />OnMay11, 2017, nine staff members from Riverside Public Utilities Water and Electric Divisions moved <br />to the third floor of City Hall as part of the formation of the OneStopShop. Representatives from the <br />Community & Economic Development, Fire, Public Utilities, Finance, and Public Works Departments were <br />co-located on the floor to answer questions, offer guidance, and provide assistance during the land <br />development process. <br />The One Stop Shop has been operationalfor about six months and staff have received positive feedback <br />from the development community. The formation provides greater City departmental collaboration, <br />expedites the development process, and provides fora more business friendly environment for our <br />customers. <br />The attached presentation provides an update to the Board about RPU’s participation in the One Stop <br />Shop and various other Streamline Riverside initiatives. <br />Page 54 <br />
