RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br />BOARD OF PUBLIC UTILITIESDATE:DECEMBER 11, 2017 <br />ITEM NO: 6 <br /> <br />SUBJECT:APPROVE THE AGREEMENTS FOR ACQUISITION OF TEMPORARY <br />CONSTRUCTION EASEMENTWITH RIVERSIDE COUNTY TRANSPORTATION <br />COMMISSION FOR THE CONVEYANCE OF TEMPORARY CONSTRUCTION <br />EASEMENTSOVER PARCELS FOR THE DURATION OF EIGHTEEN (18) MONTHS <br />LOCATED NEAR THE INTERSECTION OF PANORAMA ROAD AND UNION PACIFIC <br />RAILROAD, FOR CONSTRUCTION OF PACHAPPA UNDERPASSPROJECT FOR A <br />TOTAL REVENUE OF $75,000 <br />ISSUES: <br />Recommend that the City Council approve two Agreementsfor Acquisition of Temporary Construction <br />Easements with Riverside County Transportation Commissionover parcels located near the intersection <br />of Panorama Road and Union Pacific Railroad, also known as Assessor’s Parcel Numbers 219-103-019, <br />219-182-003, -006, -012, -007, and -016 for a time period of eighteen (18) months for construction of the <br />Pachappa Underpass Project (Project). <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1.Recommend that the City Council approve the Agreementfor Acquisition of Temporary <br />Construction Easements (Agreement 1)for a duration of eighteen (18) months over APNS 219- <br />182-006, -007 and -016located near the intersection of Panorama Road and Union Pacific <br />Railroadin the amount of $71,000; <br />2.Recommend that the City Council approve the Agreementfor Acquisition of Temporary <br />Construction Easements (Agreement 2) for a duration of eighteen (18) months over APNS 219- <br />103-019 and 219-182-012 located near the intersection of Panorama Road and Union Pacific <br />Railroadin the amount of $4,000; and <br />3.Recommend that the City Council authorize the City Manager, or his designee, to execute the <br />Agreements, including making minor non-substantive changes, and to sign alldocuments <br />necessary to complete the transaction. <br />BACKGROUND: <br />The Riverside County Transportation Commission (RCTC) is proceeding with plans to construct the <br />Pachappa Underpass. The Project will result in the elimination of an at-grade railroad crossing and will <br />improve safety by allowing vehicular traffic to flow without having to stop for trains. To assist with the <br />implementationof the Project, RCTC needsto acquire two temporary construction easements (TCE) <br />over City-owned parcels for the construction of the underpass. <br />Page 14 <br />
