RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br />BOARD OF PUBLIC UTILITIESDATE: FEBRUARY 12, 2018 <br />ITEM NO: 5 <br />SUBJECT:STREETLIGHT INSTALLATION FOR THE PUBLIC WORKS NORTE VISTA <br />SIDEWALK IMPROVEMENTS PROJECT –APPROVE WORK ORDER NO. 1722321 <br />FOR $888,000 <br />ISSUE: <br />Approve the capital expenditure of $888,000for Work Order No. 1722321 for the Electric Utility’s share <br />of the City of Riverside Public Works Norte Vista Sidewalk Improvements Project. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the estimated capital expenditure of $888,000 for Work Order <br />No. 1722321for the Electric Utility’s share of the City of Riverside Public Works Norte Vista Sidewalk <br />Improvements Projectfor streetlight installation. <br />BACKGROUND: <br />The Public Works Norte Vista Sidewalk ImprovementProjectis part of a Federal Grantfrom the Active <br />Transportation Program and it is administered by Caltrans. Grants from the Active Transportation <br />Program provide funding for eligible infrastructure projects. The Active Transportation Program Cycle I, <br />allocated funds in the amount of $1,822,000 for this project. Grant funds in the amount of $500,000 have <br />been allocated from the Mobile Source Air Pollution Reduction Review Committee (MSRC) as part of the <br />Clean Transportation Funding. MSRC’s goal is to support Cities and Counties in their effort to implement <br />clean air and complete streets projects. Additional sources of funding include local matching, along with <br />RPU’s share of the cost for the project. The project will promote active transportation such as walking, <br />biking, and any alternate way of commute besides automobile. It will benefit thearearesidents and <br />students of Norte Vista High School and surrounding area, including Gaylord Street, Jones Avenue, <br />Chadbourne Avenue, and Bushnell Avenue. Public Works’scope of work includes removing conflicting <br />trees, landscaping, irrigation and relocating existing fences, mailboxes and water meters. Additionally, <br />they will be constructingcurb, gutter, sidewalk, driveway approaches and curb ramps to conform to <br />Americanswith Disabilities Act (ADA). <br />The scope of work also includes the installation of 42 new concrete streetlight standards, 15,300 trench <br />feet, 16,000 feet of conduit, 44 pull-boxes, 17,400 circuit feet secondary cables, and related street <br />lighting equipment. The work also includes the replacement of 16 poles, removal of mast arm lights, and <br />transfer of electrical facilities. Intermittentelectric service disruptions will be coordinated during <br />construction and advanced outage notifications will be issued to minimize the impact to customers. <br />The project will replace existing aging infrastructure witha new streetlight system, including underground <br />conduits, streetlight wires,and concrete streetlight pole standards. The new streetlight system will <br />improve lighting in the area, increase system operations, reliability and safety. The work will upgrade <br />Page 15 <br />
