CITY OF RIVERSIDE <br />CITY COUNCIL <br /> <br />COUNCILMEMBERS <br /> <br />Minutes of: <br />Time of Meeting: <br />Place of Meeting: <br />Date of Meeting: <br /> <br />Regular Meeting of the City Council <br />1 p.m. <br />Art Pick Council Chamber, City Hall <br />May 6, 2003 <br /> <br />WARDS <br /> <br />Roll Call: <br /> <br />ORAL COMMUNICATIONS FROM THE AUDIENCE <br />Leonard Robinson, Mary Shelton, Carmen Vargas Thompson, James Martin, <br />Dr. Jesse Wilson, Vicki Jackson, Robert Edwards, Joan Miller, Nancy <br />Westcamp, and Ms. Moore spoke regarding the recent court decision <br />regarding former Riverside Police Officer Wayne Stewart's involvement in the <br />Tyisha Miller incident. <br /> <br />CLOSED SESSIONS <br />The Mayor and City Council recessed to the City Council Board Room for a <br />closed session pursuant to Government Code §54956.9 to confer with and/or <br />receive advice from legal counsel concerning (a) Wayne Stewart vs. City of <br />Riverside, et al. - USDC Case No. ED CV 00-0570, (b) Wayne Stewart vs. <br />City of Riverside (Petition for Writ of Mandate) - Riverside Superior Court <br />Case No. RIC 372 846, (c) City of Riverside vs. Stewart (Petition for Writ of <br />Mandate) - Riverside Superior Court Case No. RIC 373 156, and (d) Wayne <br />Stewart vs. City of Riverside (Industrial Disability Retirement Appeal) - OAH <br />File No. L-2002050244. Following the closed session, Mayor Loveridge <br />announced that the City Council is still deliberating on this matter and that <br />there was no reportable action taken during the closed session. <br /> <br />The closed session pursuant to Government Code §54956.9 to confer with <br />and/or receive advice from legal counsel concerning City of Riverside v. <br />Southern California Edison- Los Angeles Superior Court Case No. BC262 <br />110 was continued to May 20, 2003. <br /> <br />RECESS <br />The City Council recessed at 2:45 p.m. and reconvened at 3 p.m. <br /> <br />PUBLIC HEARINGS/PLANNING REFERRALS AND APPEALS <br /> <br />CASE AM-003-012 - LOT LINE ADJUSTMENTS AND CONSOLIDATIONS <br />Hearing was called on the proposal of the City of Riverside to amend the <br />Subdivision Ordinance (Title 18) of the Riverside Municipal Code to allow <br />administrative review and approval of lot line adjustments and consolidations <br />in Zone RC. No one was present wishing to speak on the matter. No written <br />protests were presented. The public hearing was officially closed. The City <br />Council (1) upheld the action of the Planning Commission in approving Case <br />AM-003-012; (2) adopted the staff report and environmental assessment as <br />findings; (3) found that the project would not have a significant effect on the <br />environment and concurred in the adoption of a Mitigated Negative <br />Declaration; (4) found there is no evidence that the proposed project will have <br />any potential for adverse effect on wildlife resources and the impacts of the <br /> <br />Present <br /> <br />88-377 <br /> <br /> <br />
