RPU -7517 TO WEKA, INC. OF <br />HIGHLAND, CALIFORNIA, IN THE AMOUNT OF $97,987 — APPROVE WORK ORDER <br />NO. 1801849 FOR $203,000 <br />ISSUES: <br />Award Bid No. RPU -7517 to Weka, Inc. of Highland, California, for the construction of the Mockingbird <br />Canyon Pump Station Meter Vault Replacement Project in the amount of $97,987 and approve the <br />expenditure of $203,000 for Work Order No. 1801849. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Award a contract for the construction of the Mockingbird Canyon Pump Station Meter Vault <br />Replacement Project — Bid No. RPU -7517 to the lowest responsive and responsible bidder, <br />Weka, Inc. of Highland, California, in the amount of $97,987; and <br />2. Approve the capital expenditure of $203,000 for Work Order No. 1801849, which includes all <br />design, construction, contract administration, inspection and construction contingency costs for <br />the Mockingbird Canyon Pump Station Meter Vault Replacement Project. <br />BACKGROUND: <br />The Riverside Public Utilities (RPU) Board approved a Cooperative Agreement for Long -Term Wheeling <br />and Surplus Water Sales (Wheeling Agreement) between the City of Riverside and Western Municipal <br />Water District (WMWD) on April 24, 2017. RPU delivers water via a 30 -inch metered connection located <br />at WMWD's Mockingbird Canyon Pump Station. The purpose of the metered connection is to measure <br />the quantity of water delivered to WMWD. <br />The passing of California Senate Bill SB 555 in October 2015 requires all urban retail water suppliers in <br />the state to submit a completed and validated water loss audit annually to the California Department of <br />Water Resources, starting in October 2017. Validation requires that meters or instruments be calibrated <br />for accuracy. Furthermore, the current Wheeling Agreement requires Riverside to inspect and test the <br />metering devices at least once per calendar year. <br />The existing vault and meter configuration needs to be modified, as it lacks the space, appurtenances <br />and safety features necessary to easily access, inspect and calibrate the meter on an ongoing basis. In <br />addition, the existing meter port needs to be replaced, as it is heavily corroded. <br />Page 30 <br />
