RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br />BOARD OF PUBLICUTILITIESDATE: FEBRUARY26, 2018 <br />ITEM NO: 11 <br />SUBJECT:AWARD RFQ-802 FOR FURNISHING AND DELIVERING SUBSTATION AUTOMATION <br />SYSTEMEQUIPMENTTO ROYAL INDUSTRIAL SOLUTIONS OF RIVERSIDE, <br />CALIFORNIA, IN THE AMOUNT OF$789,344.19FOR THE SUBSTATION <br />AUTOMATION UPGRADE PROJECT-APPROVE WORK ORDER NO. 1816163FOR <br />$2,027,679 <br />ISSUES: <br />Award RFQ-802for furnishing and delivering substation automation system equipmentto Royal <br />Industrial Solutions of Riverside, California, in the amount of $789,344.19;and approve Work Order No. <br />1816163in the amountof$2,027,679 for the Substation Automation UpgradeProject. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1.Award RFQ-802for furnishing and deliveringsubstation automation system equipmentto the <br />lowestlocalresponsivebidder Royal Industrial Solutions of Riverside, California,in the amount of <br />$789,344.19;and <br />2.Approve Work Order No. 1816163in the amount of$2,027,679 forthe SubstationAutomation <br />Upgrade Project. <br />BACKGROUND: <br />Substation Automation Systems(SAS)arean integration of electronic equipment that forms a centralized <br />system whichprovides control, monitoring and automation capabilitieswithina substation.It provides <br />visibilityof the electric distribution networkto the system operatorsand allowsthemto remotely control <br />and managethe electrical network. <br />The existing SAS deployed in the City of Riverside was designed to provide real-timeoperational data to <br />system operatorsthrough SupervisoryControl and Data Acquisition (SCADA). Theexisting SAS are a <br />combination of legacy and contemporary equipment. The existing and projected data traffic, security <br />requirements and integration capabilities presents challenges to the existing SAS. The system is <br />antiquated and lacks the capability tosupport modern smart grid applications. Also, the systemhas <br />limited integration capabilities as it relates tomodern intelligent electronic devices (IED). <br />At most utilities, SASgoes beyond the traditional SCADA by providing capabilities and information that <br />can improve operational efficiency, maintenance,andreliability. Also, modern SASarethe foundation for <br />critical programs such as predictive maintenance, distribution automation, and infrastructurerisk <br />management. <br />Page 164 <br />
