RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br />BOARD OF PUBLIC UTILITIESDATE:MARCH12, 2018 <br />ITEM NO: 10 <br />SUBJECT:2018 Q1 STATE LEGISLATIVE UPDATEON ISSUES POTENTIALLY IMPACTING <br />CITY OF RIVERSIDE PUBLIC UTILITIES OPERATIONS <br />ISSUE: <br />Receive and file state legislative update. <br />RECOMMENDATION: <br />That the Board of Public Utilitiesreceiveand file thislegislative update covering state legislativeissues. <br />BACKGROUND: <br />Riverside Public Utilities(RPU)engagesin legislative policy discussions and advocacy to advance the <br />best interests of the City of Riverside and its ratepayers. RPU collaborates with the City’slegislative <br />team, Southern CaliforniaPublic Power Authority (SCPPA), andvarious associations including but not <br />limited to the California Municipal Utilities Association (CMUA), the Association of California Water <br />Agencies (ACWA), and the Groundwater Resources Association. RPU’s legislative engagement is <br />consistent with, and is designed to advance, the City’s approved legislative platform. <br />DISCUSSION: <br />This report covers priority state legislation for the second year of the current biennial session (2017- <br />2018). <br />2018California Legislation <br />SB 100 (deLeón): <br />Senate Bill (SB) 100, by Senator Kevin de León, sets anoverall target of 100% renewable energy <br />and zero carbon resources for California by 2045. The measure would also accelerate the state’s <br />goal of reaching 50% renewable energy. Legislation approved over two years ago set a deadline <br />of 2030, but SB 100 would movethat up to 2026 and establishes a new RPS benchmarkof 60% <br />by 2030. <br />RPU expects to reach 35% RPS in 2017 and 42% RPS in 2020. Staff assessed what needed to <br />be done to meet the 50% RPS mandate by 2030, however if SB 100in its current form becomes <br />law, we would need to perform an analysis based upon the much earlier date of 50% by 2025. <br />Staff has not evaluated 100% renewables yet. As such, should this bill pass, additional staff time <br />and resources would be required to measure our needs for 50% at 2026, 60% by 2030,and the <br />target of 100% by 2045. <br />Page 86 <br />
