<br />RIVERSIDE PUBLIC UTILITIES <br /> <br />Board Memorandum <br /> <br />BOARD OF PUBLIC UTILITIESDATE:MARCH 29, 2018 <br />ITEM NO:7 <br />SUBJECT: CONSTRUCTION OF THE LA SIERRA AVENUE 12-INCH WATER DISTRIBUTION <br />PIPELINE REPAIR PROJECT – WORK ORDER NO. 1806560FOR $133,000 <br />ISSUE: <br />Approve a capital expenditure in the amount of $133,000for Work Order No. 1806560to construct the <br />La Sierra Avenue 12-inch Water Distribution Pipeline Repair Project. <br />RECOMMENDATION: <br />That the Board of Public Utilitiesapprove a capital expenditure of $133,000forWork Order No. 1806560 <br />which includes all design, construction, paving, contract administration, inspection, and construction <br />contingency costs for the La Sierra Avenue 12-inch Water Distribution Pipeline Repair Project. <br />BACKGROUND: <br />On August 21, 2017, a contractor damaged an existing 12-inch asbestos cement water pipeline in La <br />Sierra Avenue ownedby the City of RiversidePublic Utilities Department (RPU) while constructing a new <br />30-inch water pipeline on behalf of Western Municipal Water District (WMWD). The damage caused <br />RPU’sexisting 12-inch water pipeline to rupture, which triggered flooding that saturated both the trench <br />backfill material and surrounding soils. Subsequently, on August 23, 2017, and August 24, 2017, two <br />additional leaks occurred on RPU’s12-inch water pipeline in La Sierra Avenue, each less than a hundred <br />feet from the location of the initial pipeline rupture. RPUcrews had to respond to each of these leaks to <br />isolate the broken pipe segment from RPU’swater system and to make remedial repairs to the damaged <br />12-inch pipeline. <br />Photos from Leak No. 1 <br />Page 17 <br />
