RIVERSIDE PUBLIC UTILITIES <br /> Board Memorandum <br />BOARD OF PUBLIC UTILITIESDATE: APRIL 9, 2018 <br />ITEM NO: 6 <br />SUBJECT:AWARD RFQ-804 FOR FURNISHING AND DELIVERINGADOBLE HIGH-VOLTAGE <br />ASSET ANALYZER TOONESOURCEDISTRIBUTORSCONSTRUCTION, INC.OF <br />SAN DIEGO, CALIFORNIA, IN THE AMOUNT OF $136,657.43–APPROVE WORK <br />ORDER NO. 1822667 FOR $136,658 <br />ISSUES: <br />Award RFQ-804 for furnishing and delivering aDoble High-Voltage Asset Analyzer to OneSource <br />Distributorsof San Diego, California, in the amount of $136,657.43; and approve the capital expenditure <br />of $136,658 for Work OrderNo.1822667. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1.AwardRFQ-804 for furnishing and delivering a Doble High-Voltage Asset Analyzer to OneSource <br />Distributors of San Diego, California, in the amount of $136,657.43; and <br />2.Approve Work Order No. 1822667in the amount of $136,658. <br />BACKGROUND: <br />The electric powersuppliedto customers is highly dependent on the safe and reliable operation of critical <br />equipmenthoused at electric substations.As such, and in conformance withRiverside Public Utilities <br />(RPU) standards and North American Electric Reliability Corporation (NERC)regulatory requirements, <br />on-site field testing is performed by substation test technicians when commissioning newequipment <br />installations, assessing the condition of existing equipment,and locating thesource of equipment <br />failures. In addition, the data collected is used to make informed engineering and business decisions <br />regarding the optimization of maintenance and the allocation of capital resources. <br />The Doble M7100 High-Voltage Analyzer(M7100)is a complete solution for substation power <br />transformer high voltage testing. The M7100 automates multiple tests that previously have been <br />performed by several pieces of testing equipment, therebyreducing the testing time and outage time by <br />33percent. In addition, the M7100 improves safety and quality of field work by limiting exposure to the <br />test technician and reducing potential errors. <br />Page 24 <br />
