OF RIVERSIDE, CALIFORNIA FOR
THE PURCHASE OF FIVE NEW MODEL YEAR, FORD F350 E85 FLEX FUEL
POWERED SUPER CAB TRUCKS FOR THE PUBLIC UTILITIES ELECTRIC
PRODUCTION AND OPERATIONS DIVISION IN THE TOTAL AMOUNT OF
$218,446.38
ISSUE:
Award Bid No. 7534 to Raceway Ford, Inc. of Riverside, California, for the purchase of five new model
year, Ford F350 E85 flex fuel powered super cab trucks for the Public Utilities Electric Production and
Operations Division in the total amount of $218,446.38.
RECOMMENDATION:
That the Board of Public Utilities award Bid No. 7534 to Raceway Ford, Inc., Riverside, California, for the
purchase of five new model year, Ford F350 E85 flex fuel powered super cab trucks for the Public
Utilities Electric Production and Operations Division in the total amount of $218,446.38.
BACKGROUND:
The Production and Operations Section (Section) of the Public Utilities Electric Division is responsible for
the maintenance and operation of electric substation equipment such as power transformers and circuit
breakers. The Section also tests and maintains relays, provides Supervisory Control and Data
Acquisition (SCADA) to substations, and installs all three-phase commercial meter systems. The Section
includes the dispatch center which monitors and controls the electric system, responds to customer calls,
and dispatches field crews on a 24/7 basis. Technicians that work in this Section predominately operate
in the field and require vehicles to accomplish their field work.
The F350 trucks will provide greater functionality to the Section than the E350 vans that staff are
currently using. In addition to high maintenance costs, two of the E350 vans have been removed from
service and retired due to leaking liquefied petroleum gas tanks. Purchase of the five F350 trucks will
also eliminate the need for Test and Meter staff to share use of vehicles.
The General Services Department Fleet Management Division collaborated with Section staff to develop
specifications for formal procurement of these vehicles.
DISCUSSION:
On January 16, 2018, the Purchasing Division posted Bid No. 7534 for the purchase of five new model
year Ford F350 super cab trucks of the following make and model: three Ford F350, E85 flex fuel
powered, super cab trucks, single rear wheel, four wheel drive with an eight foot utility body; and two
Page 54
