R I w I R 6 Y L 1 r F <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PURL IC OF IL.IIIES <br />BOARD OF PUBLIC UTILITIES <br />DATE: MAY 14, 2018 <br />ITEM NO: 6 <br />SUBJECT: REQUEST FOR PROPOSAL NO. 1764 PROFESSIONAL CONSULTANT SERVICES <br />AGREEMENT WITH TELEDYNE MONITOR LABS, OF ENGLEWOOD, COLORADO, <br />FOR THE CONTINUOUS EMISSIONS MONITORING SYSTEMS AT THE RIVERSIDE <br />ENERGY RESOURCE CENTER IN THE AMOUNT OF $372,258 - APPROVE WORK <br />ORDER NO. 1813281 FOR $420,000 <br />ISSUES: <br />Award Request for Proposal No. 1764 for Professional Consultant Services Agreement with Teledyne <br />Monitor Labs, of Englewood, Colorado, for the Continuous Emissions Monitoring System upgrades at <br />Riverside Energy Resource Center, in the amount of $372,258; and approve Work Order No. 1813281 <br />for $420,000. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Award Request for Proposal No. 1764 for Professional Consultant Services Agreement with <br />Teledyne Monitor Labs, of Englewood, Colorado, for the Continuous Emissions Monitoring <br />System upgrades at Riverside Energy Resource Center in the amount of $372,258; <br />2. Authorize the City Manager, or his designee, to execute the Professional Consultant Services <br />Agreement with Teledyne Monitor Labs; and <br />3. Approve Work Order No. 1813281 for $420,000. <br />BACKGROUND: <br />Continuous Emissions Monitoring Systems (CEMS) were installed during the construction of the four <br />Riverside Energy Resource Center (RERC) gas turbine units in 2005 and 2011. These systems consist <br />of several different analyzers that constantly sample and measure microscopic levels of emissions <br />discharged from each unit at RERC. The CEMS operate in compliance with the United States <br />Environmental Protection Agency (EPA) and the South Coast Air Quality Management District <br />(SCAQMD) regulations. Each system performs daily calibration tests and conducts third -party annual <br />accuracy certification audits. <br />In December 2015, Horiba Instruments Inc. (Horiba), the CEMS original equipment manufacturer, <br />discontinued production of certain analyzers and would only guarantee their support through 2020. This <br />notice affects the analyzer models used in the eight CEMS units located at both the RERC and Springs <br />power plants. <br />Page 751 <br />
