R I w I R 6 Y L 1 r F <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PURL IC OF IL.IIIES <br />BOARD OF PUBLIC UTILITIES <br />DATE: MAY 14, 2018 <br />ITEM NO: 1 <br />SUBJECT: PUBLIC HEARING — PROPOSED CHANGES TO ELECTRIC AND WATER RULES AND <br />RATES FOR FISCAL YEARS 2018/19 THROUGH 2022/23 AND CHANGES TO THE <br />SHARING HOUSEHOLDS ASSIST RIVERSIDE'S ENERGY PROGRAM AND ENERGY <br />SAVING ASSISTANCE PROGRAM <br />ISSUES: <br />Conduct a public hearing to consider changes to electric and water rules and rates for fiscal years 2018/19 <br />through 2022/23 and changes to the Sharing Households Assist Riverside's Energy Program and Energy <br />Saving Assistance Program. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Conduct a public hearing to receive public input related to the electric and water utility five-year <br />rate proposal and to consider and tabulate all written protests to the proposed water rate increases; <br />2. Adopt a resolution recording receipt of written protests to the proposed fiscal years 2018/19 through <br />2022/23 Water Rates and, if no majority protest is received to those water rates, establishing the <br />fiscal years 2018/19 through 2022/23 Electric and Water Rules and Rates, as further described in <br />that resolution; <br />3. Recommend that the City Council adopt a resolution approving the fiscal years 2018/19 through <br />2022/23 Electric and Water Rules and Rates; and <br />4. Recommend that the City Council approve changes to the Sharing Households Assist Riverside's <br />Energy Program and Energy Saving Assistance Program. <br />BACKGROUND: <br />In 2015, following a comprehensive strategic and financial planning effort, the City approved the "Utility <br />2.0" strategic plan for Riverside Public Utilities (RPU), available online: <br />http://www.riversideca.ov/utilities/utility20/�o�u�.as�. <br />In 2016 and 2017, the following related items were completed: <br />• RPU completed cost of service and rate design studies to finance Utility 2.0 objectives. <br />Page 7 <br />
