WATER I ENERGY I LIF t <br />RIVERSIDE PUBLIC UTILITIES <br />61& P i u T i[,I FS Board Memorandum <br />BOARD OF PUBLIC UTILITIES DATE: JUNE 25, 2018 <br />ITEM NO: 10 <br />SUBJECT: UPDATE ON THE CITY OF RIVERSIDE'S PARTICIPATION IN SOUTHERN CALIFORNIA <br />PUBLIC POWER AUTHORITY <br />ISSUE: <br />Receive an update from Michael Webster, Executive Director of Southern California Public Power <br />Authority, on the City of Riverside's participation in Southern California Public Power Authority. <br />RECOMMENDATION: <br />That the Board of Public Utilities receive this report. <br />BACKGROUND: <br />Formed in 1980, Southern California Public Power Authority (SCPPA) is a joint powers agency comprised <br />of 11 municipal utilities and one irrigation district. SCPPA's members consist of the municipal utilities of <br />Anaheim, Azusa, Banning, Burbank, Cerritos, Colton, Glendale, Los Angeles, Pasadena, Riverside, <br />Vernon, and the Imperial Irrigation District. <br />The purpose of SCPPA's formation was to create a separate public entity (in this case a joint powers <br />agency) to capture the economies -of -scale by working together to undertake the planning, financing, <br />development, acquisition, construction, reconstruction, betterment, operating, and maintenance of electric <br />generation and transmission facilities. <br />DISCUSSION: <br />Michael Webster, Executive Director of SCPPA, will present an update on the City's participation in joint <br />projects and services and the value of SCPPA to its members. <br />FISCAL IMPACT: <br />There is no fiscal impact related to this report. <br />Prepared by: Daniel E.
