W A I E H E N E R G Y L I E r <br />WI& <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />DATE: JUNE 25, 2018 <br />ITEM NO: 9 <br />SUBJECT: THIRD AMENDMENT TO THE PROFESSIONAL CONSULTANT SERVICES <br />AGREEMENT WITH SECURICON, LLC FOR A VULNERABILITY ASSESSMENT <br />EXTENDING THE TERM OF THE AGREEMENT TO JUNE 30, 2019, WITH NO CHANGE <br />IN COMPENSATION <br />ISSUE: <br />Approve the Third Amendment to the Professional Consultant Services Agreement with Securicon, LLC <br />for a Vulnerability Assessment, extending the term of the Agreement to June 30, 2019, with no change in <br />compensation. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the Third Amendment to the Professional Consultant Service <br />Agreement with Securicon, LLC for the Vulnerability Assessment to extend the term through June 30, <br />2019, with no change in compensation. <br />BACKGROUND: <br />On January 15, 2016, the Board of Public Utilities (Board) approved a Professional Services Agreement <br />(Agreement) with Securicon, LLC (Securicon) in the amount of $342,000, to conduct a vulnerability <br />assessment of all Riverside Public Utilities (RPU) critical physical and cyber assets. <br />On September 26, 2016, the Board approved a First Amendment to the Agreement extending the term of <br />the Agreement from September 30, 2016 to June 30, 2017, with no increase in compensation. <br />On June 12, 2017, the Board approved a Second Amendment to the Agreement, extending the term of the <br />Agreement from June 30, 2017 to June 30, 2018, with an increase of $96,000 for a total contract amount <br />of $472,200, including 10% contingency applied to the original contract amount. <br />RPU is requesting approval for a Third Amendment to the Agreement, to extend the term through June 30, <br />2019 with no change in compensation. There is approximately $80,000 balance remaining on the existing <br />Agreement that will be expended during the extended term. <br />DISCUSSION: <br />In 2016, RPU entered into an agreement with Securicon to conduct a physical and cyber security <br />vulnerability assessment, recommend corrective actions, and support RPU staff in implementing corrective <br />actions. The assessment findings and recommended corrections were presented to the Board in closed <br />session on November 14, 2015. <br />Page 87 <br />
