RPU -7571 TO FURNISH SODIUM HYPOCHLORITE FROM JULY 1, <br />2018 THROUGH JUNE 30, 2021 TO PACIFIC STAR CHEMICAL DBA NORTHSTAR <br />CHEMICAL INC FROM SHERWOOD, OREGON, IN THE AMOUNT OF $348,300 <br />ISSUE: <br />Award Bid No. RPU -7571 to Pacific Star Chemical dba Northstar Chemical Inc., of Sherwood, Oregon, for <br />furnishing sodium hypochlorite solution including two 1,700 gallon National Sanitation Foundation <br />approved storage tanks, and one 2,000 gallon National Sanitation Foundation approved tank, for a term <br />of July 1, 2018 through June 30, 2021, in the amount of $348,300. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Reject the bid submitted by Allen Industries, LLC, as non-responsive; and <br />2. Award Bid No. RPU -7571 to Pacific Star Chemical dba Northstar Chemical Inc., of Sherwood, <br />Oregon, for furnishing sodium hypochlorite solution including two 1,700 gallon National Sanitation <br />Foundation approved storage tanks, and one 2,000 gallon National Sanitation Foundation <br />approved tank, for a term of July 1, 2018 through June 30, 2021, in the amount of $348,300. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) operates under a Domestic Water Supply Permit (DWSP) issued by the <br />State Water Resources Control Board, Division of Drinking Water. A condition in the DWSP is to comply <br />with the federal groundwater rule which requires a continuous detectable chlorine residual to demonstrate <br />4 -log virus inactivation. To achieve this, sodium hypochlorite is continuously injected at various locations <br />along RPU's transmission lines. Sodium hypochlorite is the primary solution used to disinfect drinking <br />water. In April 2018, bids were solicited from vendors for the supply sodium hypochlorite and three <br />chemical storage tanks. <br />DISCUSSION: <br />Bid No. RPU -7571 for sodium hypochlorite was advertised on April 24, 2018, and bids were opened on <br />May 10, 2018. Staff determined that the lowest bid, which was submitted by Allen Industries, LLC, is non- <br />responsive due to the fact that the bid amounts listed did not include the sodium hypochlorite solution as <br />requested in the scope of the bid. Consequently, the lowest responsive and responsible bid was submitted <br />by Pacific Star Chemical. Staff has reviewed all provided documentation and has determined that Pacific <br />Star Chemical has met all of the requirements of the specifications. <br />Page 25 <br />
