RIVERSIDE PUBLIC UTILITIES <br />!!!!!!!!!!!!!!!!!!!!!!!!!Cpbse!Nfnpsboevn <br />BOARD OF PUBLIC UTILITIESDATE: JULY 9, 2018 <br />ITEM NO:10 <br />Y OF RIVERSIDE CODE OF ETHICS <br />SUBJECT:REVIEW OF CIT <br />ISSUE: <br />Review and discuss the City’s Code of Ethics to determine if there are any recommendations to be <br />submitted to the City Council’sGovernmental Affairs Committeeand the City’s Board of Ethicsfor <br />consideration. <br />RECOMMENDATION: <br />That theBoard of Public Utilitiesreview,discuss and make recommendations for revisions to the City’s <br />Code of Ethicsand Conductto be submitted to the City Council’s Board of Ethicsand the City’s <br />Governmental Affairs Committee for consideration. <br />DISCUSSON: <br />On November 2, 2004, the voters of the City of Riverside approved Measure DD adding Section 202 to <br />the Riverside City Charter and requiring the adoption of a Code of Ethics and Conduct for elected officials <br />and for members of appointed boards and commissions. The City Council adopted such Code of Ethics <br />and Conductby resolution. <br />On April 5, 2016, the City codified the Code of Ethics and Conduct byadding Chapter 2.78 to the Riverside <br />Municipal Code, entitled “Code of Ethics and Conduct.” A copy of that ordinance is attached to this report. <br />The City Council most recently amended the Code of Ethics and Conduct onMay 9, 2018. A copy of the <br />April 24, 2018 Council report detailing such changes is attached hereto. <br />Section 2.78.110of the Code of Ethics and Conduct is entitled “Monitoring and Oversight” and requires <br />that prior to the end of July of each year, “boards and commissions shall agendize and discuss at a regular <br />meeting this Code of Ethics and Conduct and submit to the Board of Ethics any recommendations for the <br />Board’s consideration.” Section 2.78.110 further provides that any such recommendations will be <br />discussed by the Board of Ethics and the Governmental Affairs Committee at their respective meetings. <br />The Board of Ethics has scheduled their review of the Code of Ethics and Conduct for Thursday, August <br />2, 2018. TheGovernmental Affairs Committeehas scheduled their review of the Code of Ethics and <br />Conduct for September 5, 2018. In accordancewith thisschedule, the Board of Public Utilities has <br />agendized this itemfor discussion to determine if there are any recommendations to be submitted for <br />consideration. <br />Page 155 <br />
