W A T F R E N E R G Y L <br />RIVERSIDE PUBLIC UTILITIES <br />.�W& <br />Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: AUGUST 13, 2018 <br />ITEM NO: 13 <br />SUBJECT: AMENDED AND RESTATED AGREEMENT FOR USE OF LOW INCOME UTILITY BILL <br />AND DEPOSIT ASSISTANCE FUNDS WITH THE COMMUNITY ACTION PARTNERSHIP <br />OF RIVERSIDE COUNTY FOR THE SHARING HOUSEHOLDS ASSIST RIVERSIDE'S <br />ENERGY PROGRAM IN THE ANNUAL AMOUNT OF $2,800,000 <br />ISSUE: <br />Recommend that the City Council approve the Amended and Restated Agreement for the Use of Low - <br />Income Utility Bill and Deposit Assistance Funds with the Community Action Partnership of Riverside <br />County for the Sharing Households Assist Riverside's Energy program in the annual amount of $2,800,000. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />1. Approve the Amended and Restated Agreement for the Use of Low -Income Utility Bill and Deposit <br />Assistance Funds with the Community Action Partnership of Riverside County to extend the <br />Sharing Households Assist Riverside's Energy program from July 1, 2018 through June 30, 2024, <br />in the annual amount of $2,800,000; <br />2. Authorize the City Manager, or his designee, to approve annual change orders up to a maximum <br />of 10%, or $280,000; <br />3. Authorize the Board of Public Utilities to approve annual expenditures for the SHARE program, in <br />amounts not to exceed $2,800,000 annually and annual change orders of 10%; and <br />4. Authorize the City Manager, or his designee, to execute the Amended and Restated Agreement for <br />use of Low -Income Utility Bill Deposit Assistance Funds with the Community Action Partnership of <br />Riverside County, including making non -substantive changes. <br />LEGISLATIVE HISTORY: <br />Assembly Bill (AB) 1890 was adopted in 1996, which granted authority to publicly owned utilities to collect <br />and spend Public Benefits Charge funds for low-income assistance. <br />Page 351 <br />
