RPU -7543 FOR GENERAL ORDER 165 POLE REPLACEMENTS AT <br />VARIOUS LOCATIONS THROUGHOUT THE CITY PHASE 3 TO SOUTHERN <br />CONTRACTING COMPANY OF SAN MARCOS, CALIFORNIA, IN THE AMOUNT OF <br />$1,285,121 —APPROVE THE TOTAL CAPITAL EXPENDITURE OF $2,227,000 <br />ISSUES: <br />Award of Bid No. RPU -7543 to Southern Contracting Company of San Marcos, California, for General <br />Order 165 Pole Replacements at Various Locations throughout the City Phase 3, in the amount of <br />$1,285,121; and approve the total capital expenditure of $2,227,000. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Award Bid No. RPU -7543 for General Order 165 Pole Replacements at Various Locations <br />Throughout the City Phase 3, to Southern Contracting Company in the amount of $1,285,121; and <br />2. Approve the total capital expenditure of $2,227,000. <br />BACKGROUND: <br />On June 25, 2018, the Board of Public Utilities (Board) received the Planned Routine Electric and Water <br />Capital Projects Over $500,000 in fiscal year 2018-19 report. The report provided an overview of the <br />routine infrastructure projects and highlights the importance of these capital improvement projects. <br />Discussion of these projects provided context and familiarity to streamline Board approval of individual <br />project actions throughout the fiscal year. <br />One of the projects discussed was the planned replacement of 136 existing wooden poles in various <br />locations based upon the results of intrusive inspections. Detailed inspections identify poles which are at <br />risk of failure and have the potential of becoming a public safety hazard and adversely affect the reliability <br />of the electric system. <br />The scope of work includes replacing all related overhead equipment, including transformers, cross -arms, <br />cables, and upgrading all related components. The scope also includes the removal of overhead <br />transformers, conductors, cross -arms, and insulators. There are multiple work orders associated with <br />replacing 136 utility poles, including transmission, distribution, and secondary poles. Intermittent electric <br />service disruptions will be coordinated during construction and advanced outage notifications will be issued <br />prior to any work commencement to minimize the impact on customers. <br />Page 21 <br />
