H I IJ I R Y 1. 1� E <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PLJIBLIC U r I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: SEPTEMBER 10, 2018 <br />ITEM NO: 8 <br />SUBJECT: ADOPTION OF UPDATED 2018 RENEWABLE ENERGY PROCUREMENT POLICY AS <br />REQUIRED BY THE CALIFORNIA RENEWABLE ENERGY RESOURCES ACT <br />ISSUE: <br />Adopt the Updated 2018 Renewable Energy Procurement Policy for Riverside Public Utilities as required <br />by the California Renewable Energy Resources Act. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />1. Approve and adopt the Updated 2018 Renewable Energy Procurement Policy for Riverside Public <br />Utilities; and <br />2. Delegate implementation of the Updated 2018 Renewable Energy Procurement Policy to the City <br />Manager or his designee. <br />LEGISLATIVE HISTORY: <br />In 2002, the California Legislature adopted Senate Bill (SB) 1078, which established a Renewable Portfolio <br />Standard (RPS) mandate requiring 20% of retail electricity sales to be procured from renewable energy <br />sources, increasing each year by 1% to reach the 20% goal. This bill was only applicable to investor- <br />owned utilities (IOUs); publicly owned utilities (POUs) such as Riverside Public Utilities (RPU) were not <br />mandated to fulfill this requirement. <br />In 2006, the California Legislature adopted SB 107, which accelerated and defined the target year for the <br />20% RPS goal to 2010. Again, this bill was only applicable to IOUs. <br />In 2008, the California Governor signed Executive Order S-14-08 that again increased the RPS goal to <br />30% by 2020. <br />In 2011, the California Legislature adopted SB X1-2, which officially created the first set of tiered RPS <br />targets of 20% by 2013, 25% by 2016, and 33% by 2020. In addition, this bill explicitly stated that POUs <br />were now mandated to fulfill this obligation and to adopt an RPS Enforcement Program and an RPS <br />Procurement Policy. <br />In 2015, the California Legislature adopted SB 350, which further increased the RPS goal to 50% by 2030. <br />SB 350 retained the goal of 33% by 2020 established by SB X1-2 and added interim goals of 40% by 2024 <br />and 45% by 2027. <br />Page 52 <br />
