V, A r F R F N F R c v L I F E <br />RIVERSIDE PUBLIC UTILITIES <br />W& Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 26, 2018 <br />ITEM NO: 14 <br />SUBJECT: WORK ORDER NO. 1831543 IN THE AMOUNT OF $71,803 AND WORK ORDER NO. <br />1831515 IN THE AMOUNT OF $8,980 FOR A TOTAL AMOUNT OF $80,782 FOR <br />EMERGENCY WORK COMPLETED DUE TO PRIMARY CABLE BURN-UP ON MERLIN <br />DRIVE AND LANCELOT COURT <br />ISSUE: <br />Approve Work Order No. 1831543 in the amount of $71,803 and Work Order No. 1831515 in the amount <br />of $8,980 for a total amount of $80,783, in accordance with the City of Riverside Charter Article XII, section <br />1202(b)(2), for emergency work completed due to the primary cable burn-up on Merlin Drive and Lancelot <br />Court. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve Work Order No. 1831543 in the amount of $71,803 and Work <br />Order No. 1831515 in the amount of $8,980 for a total amount of $80,783, in accordance with the City of <br />Riverside Charter Article XII, section 1202(b)(2), for emergency work completed due to the primary cable <br />burn-up on Merlin Drive and Lancelot Court. <br />BACKGROUND: <br />On Wednesday May 30, 2018, a section of 12kV cable -in -conduit (CIC) faulted on Merlin Drive easterly <br />of Lancelot Court (see project site map) interrupting service to approximately nine (9) customers. CIC <br />was a common industry practice developed in the late 1960's. As part of the manufacturing process for <br />CIC, cable was pre-installed in the conduit before the CIC was installed in the trenches below ground. <br />This type of installation makes it very difficult to remove faulted cables from the conduit. In order to <br />facilitate restoration and repairs, crews had to install a generator to maintain service and design a more <br />permanent installation. <br />When electric service is provided to customers via generator, there are high voltage facilities installed <br />above ground in a temporary fashion. Exposed, high voltage facilities pose a risk to the public therefore <br />exposure should be limited. As such, staff began repairs immediately under City of Riverside Charter <br />Article XII, section 1202(b)(2) which allows work to be done without prior approval if there is an <br />urgent necessity to preserve life, health or property. As soon as practically thereafter, the matter <br />shall be presented to the Board of Public Utilities. <br />Members of the Contractors' Panel for Energy Delivery work were contacted for immediate availability <br />and Doty Bros. was the first responder. Subsequently, contract crews from Doty Bros. were immediately <br />directed to install 520 feet of trenching and 520 feet of conduit to restore the electrical system to normal <br />operating condition. Work started on June 1, 2018, and was completed on June 8, 2018. The <br />contractor's cost, including weekend work totaling $71,803, including RPU Inspection. City crews installed <br />all the electrical cables and accessories with multiple crews for a total amount of $8,980. <br />
