WATER I ENERGY I LIF E <br />RIVERSIDE PUBLIC UTILITIES <br />W& Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 26, 2018 <br />ITEM NO: 11 <br />SUBJECT: FINANCIAL CONFLICTS OF INTEREST STATE LAW <br />ISSUE: <br />Receive and file a presentation on California law regarding disqualifying financial conflicts of interest. <br />RECOMMENDATION: <br />That the Board of Public Utilities receive and file a presentation on California law regarding disqualifying <br />financial conflicts of interest. <br />BACKGROUND: <br />Under the Political Reform Act (California Government Code sections 81000 to 91014), a public official has a <br />disqualifying conflict of interest in a governmental decision if it is foreseeable that the decision will have <br />a financial impact on his or her personal finances or other financial interests. In such cases, there is a risk of <br />biased decision-making that could sacrifice the public's interest in favor of the official's private financial <br />interests. To avoid actual bias or the appearance of possible improprieties, the public official is prohibited <br />from participating in the decision. <br />FISCAL IMPACT: <br />There is no fiscal impact associated with this report. <br />Prepared by: Susan D.
