W A T F R E N E R G Y L <br />RIVERSIDE PUBLIC UTILITIES <br />.�W& <br />Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 26, 2018 <br />ITEM NO: 3 <br />SUBJECT: PUBLIC HEARING — PROPOSED CHANGES TO THE APPLICABILITY OF ELECTRIC <br />SCHEDULE EV DOMESTIC ELECTRIC VEHICLE SEPARATELY METERED TO <br />INCLUDE ADDITIONAL DOMESTIC RATE OPTIONS <br />ISSUE: <br />Conduct a public hearing to consider changes to applicability of Electric Schedule EV Domestic Electric <br />Vehicle Separately Metered to include additional domestic rate options. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Conduct a public hearing to receive public input related to the proposed changes to the applicability <br />of Electric Schedule EV Domestic Electric Vehicle Separately Metered; <br />2. Adopt a resolution establishing the changes to the applicability of Electric Schedule EV Domestic <br />Electric Vehicle Separately Metered, as further described in said resolution; and <br />3. Recommend that the City Council adopt a resolution approving the changes to the applicability of <br />Electric Schedule EV Domestic Electric Vehicle Separately Metered. <br />BACKGROUND: <br />The growth in the number of electric vehicles (EV) in California is well underway and is expected to <br />continue. A recent report produced by Next 10 released in January 2018 reported that 4.5% of California's <br />light-duty vehicle fleet were comprised of EVs. By the end of 2017, there were over 300,000 EVs in <br />California. In Riverside, there are an estimated 2,000 light-duty EVs owned by residents and businesses. <br />Transportation electrification has become a priority for the State to meet its near- and long-term climate <br />change goals for reducing greenhouse gas emissions to 40% below 1990 levels by 2030. Executive orders <br />have been issued by Governor Jerry Brown over the past several years (Executive Orders B-16-2012, B- <br />32-15 and B-48-18) establishing goals for deployment of light-duty EVs in the State, including: <br />• 1.5 million electric vehicles on the road by 2025, and <br />• 5 million electric vehicles on the road by 2030. <br />Page 5 <br />
