RPU -7654 FOR VAN BUREN 2 WELL REHABILITATION PROJECT WITH <br />BEST DRILLING AND PUMP, INC. IN THE AMOUNT OF $78,635; APPROVE WORK <br />ORDER NO. 1919780 IN THE AMOUNT OF $94,363 <br />ISSUES: <br />Award Bid No RPU -7654 for the rehabilitation of Van Buren 2 Well to Best Drilling and Pump, Inc., of <br />Colton, California, in the amount of $78,635 and approve Work Order No. 1919780 for a total project <br />expenditure in the amount of 94,363. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Award Bid No. RPU -7654 for the rehabilitation of Van Buren 2 Well to Best Drilling and Pump, Inc., <br />of Colton, California, in the amount of $78,635; and <br />2. Approve Work Order No. 1919780 for a total project expenditure in the amount of 94,363, which <br />includes the rehabilitation of Van Buren 2 Well, staff support, and contingency costs. <br />BACKGROUND: <br />The Van Buren 2 well is a potable water well in the vicinity of Grand Terrace that produces about two (2) <br />million gallons of water each day. Water levels in this area have been dropping over the last 10 years, <br />leading to a general decline in the well's water production. Furthermore, the well is producing a small <br />amount of sand and gravel, which can lead to premature wear and tear to the pumping equipment of the <br />wells. <br />Downhole videos identified that both the pump column, which carries water from the pump to the surface, <br />and the well casing had damage. <br />DISCUSSION: <br />BID No. RPU -7654 for the rehabilitation of Van Buren 2 Well was posted on April 24, 2019. This project <br />scope includes performing maintenance work on and making repairs to the well casing; repairing the pump <br />column; installing a new pump that is fine-tuned to the lower groundwater levels; and, testing the <br />rehabilitated well. <br />Bids were opened on May 24, 2019. Five (5) bids were received. Staff evaluated the bids and deemed <br />Best Drilling and Pump, Inc. to be the lowest responsive and responsible bidder. The bids received for the <br />
