FOR A <br />ONE-YEAR TERM IN THE AMOUNT OF $198,000; AND WORK ORDER NO. 1822537 <br />FOR A TOTAL CAPITAL EXPENDITURE OF $459,000 <br />ISSUES: <br />Approve a Professional Consultant Services Agreement in response to RFP No. 1810 for the Smart Grid <br />Communication System with Burns & McDonnell, Inc., of Missouri, Kansas, for a one-year term ending <br />Jun 30, 2020, in the amount of $198,000; and approve Work Order No. 1822537 for a total expenditure of <br />$459,000. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Approve a Professional Consultant Services Agreement in response to RFP No. 1810 for the Smari <br />Grid Communication System with Burns and McDonnell, of Missouri, Kansas, for a one-year term <br />ending June 30, 2020, in the amount of $198,000; <br />2. Authorize the City Manager, or designee, to execute the Professional Consultant Service <br />Agreement for RFP No. 1810, including making minor and non -substantive changes; and <br />3. Approve Work Order No. 1822537 for a total capital expenditure $459,000 for the Smart Grid <br />Communication System Project. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) currently operates, maintains, and relies heavily upon a communications <br />infrastructure based on radio, fiber optics, and commercially provided telecommunications systems. These <br />systems need to be upgraded to provide improved performance, throughput, bandwidth, and reliability to <br />support current operations and future capabilities. <br />In June 2015, RPU published a Strategic Technology Plan for investment in information and operating <br />technologies. Grid modernization is driving conceptual change in the way RPU will deploy grid <br />components. RPU's Strategic Technology Plan report recommended a Network Communications System <br />(NCS) to enable smart grid implementation of a resilient network suitable for high bandwidth data <br />communications across the RPU area for all sensing and control devices. <br />The smart grid is the electric grid empowered by infrastructure and equipment that provides real-time, two- <br />way communication for substation, distribution, and customer assets. The NCS is a comprehensive <br />network of voice, data, and control networks required to operate electric and water delivery systems. This <br />
