RPU -7656 FOR STREETLIGHT REPLACEMENT PROJECT — PHASE 3 WITH <br />FODDRILL CONSTRUCTION CORPORATION IN THE AMOUNT OF $1,547,623.30; <br />WORK ORDER NO. 1718078 FOR A TOTAL CAPITAL EXPENDITURE OF $1,849,000; <br />AND PROJECT MITIGATED NEGATIVE DECLARATION <br />ISSUES: <br />Recommend that the City Council award Bid No. RPU -7656 for the Streetlight Replacement Project — <br />Phase 3 to Foddrill Construction Corporation, of Chino, California, in the amount of $1,547,623.30; approve <br />Work Order No. 1718078 for a total capital expenditure of $1,849,000; and adopt the Mitigated Negative <br />Declaration for the Proposed Streetlight Replacement for Areas 3 through 5B Project. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities recommend that the City Council: <br />1. Award Bid No. RPU -7656 for the Streetlight Replacement Project — Phase 3 to Foddrill Construction <br />Corporation, of Chino, California, in the amount of $1,547,623.30; <br />2. Approve Work Order No. 1718078 for a total capital expenditure of $1,849,000 for the Streetlight <br />Replacement Project — Phase 3; and <br />3. Adopt the Mitigated Negative Declaration for the Proposed Streetlight Replacement for Areas 3 <br />through 5B Project. <br />BACKGROUND: <br />On October 18, 2013, the Board of Public Utilities (Board) approved Work Order No. 0809099 and Work <br />Order No. 0809101 for the design and construction, respectively, of the Wood Streets Streetlight <br />Replacement Project — Phase 1, for a total amount of $1,909,600. The project included the installation of <br />205 new concrete streetlight standards replacing the century old streetlight system in the area. The new <br />streetlight standards used for the project are replicas of the original historic concrete standard with an <br />acorn style luminaire, featuring an improved Light Emitting Diode (LED) lamp for greater energy efficiency, <br />longer life and minimal maintenance. <br />On February 13, 2017, the Board approved Phase 2 of the Wood Streets Streetlight Replacement Project <br />with Work Order No. 1523553, in the amount of $2,300,000. The project included the installation of 187 <br />new concrete streetlight standards similar to the standards used for Phase 1. The new streetlight standard <br />replica used for both phases was approved by the Cultural Heritage Board (CHB) and is supported by <br />neighborhood groups and organizations, including the Neighbors of the Wood Streets. <br />
