RPU -7656 FOR STREETLIGHT REPLACEMENT PROJECT — PHASE 3 WITH FODDRILL CONSTRUCTION CORPORATION IN THE AMOUNT OF $1,547,623.30; WORK ORDER NO. 1718078 FOR A TOTAL CAPITAL EXPENDITURE OF $1,849,000; AND PROJECT MITIGATED NEGATIVE DECLARATION ISSUES: Recommend that the City Council award Bid No. RPU -7656 for the Streetlight Replacement Project — Phase 3 to Foddrill Construction Corporation, of Chino, California, in the amount of $1,547,623.30; approve Work Order No. 1718078 for a total capital expenditure of $1,849,000; and adopt the Mitigated Negative Declaration for the Proposed Streetlight Replacement for Areas 3 through 5B Project. RECOMMENDATIONS: That the Board of Public Utilities recommend that the City Council: 1. Award Bid No. RPU -7656 for the Streetlight Replacement Project — Phase 3 to Foddrill Construction Corporation, of Chino, California, in the amount of $1,547,623.30; 2. Approve Work Order No. 1718078 for a total capital expenditure of $1,849,000 for the Streetlight Replacement Project — Phase 3; and 3. Adopt the Mitigated Negative Declaration for the Proposed Streetlight Replacement for Areas 3 through 5B Project. BACKGROUND: On October 18, 2013, the Board of Public Utilities (Board) approved Work Order No. 0809099 and Work Order No. 0809101 for the design and construction, respectively, of the Wood Streets Streetlight Replacement Project — Phase 1, for a total amount of $1,909,600. The project included the installation of 205 new concrete streetlight standards replacing the century old streetlight system in the area. The new streetlight standards used for the project are replicas of the original historic concrete standard with an acorn style luminaire, featuring an improved Light Emitting Diode (LED) lamp for greater energy efficiency, longer life and minimal maintenance. On February 13, 2017, the Board approved Phase 2 of the Wood Streets Streetlight Replacement Project with Work Order No. 1523553, in the amount of $2,300,000. The project included the installation of 187 new concrete streetlight standards similar to the standards used for Phase 1. The new streetlight standard replica used for both phases was approved by the Cultural Heritage Board (CHB) and is supported by neighborhood groups and organizations, including the Neighbors of the Wood Streets.
