RPU -7664 FOR STREET IMPROVEMENTS FOR HARVEY LYNN SUBSTATION <br />SITE EXPANSION PROJECT WITH D'YBANAG CONSTRUCTION COMPANY IN THE <br />AMOUNT OF $129,810 AND PURCHASE AND INSTALLATION OF ACCESS CONTROL <br />EQUIPMENT AND SECURITY SYSTEM COMPONENTS WITH STANLEY <br />CONVERGENT SECURITY SOLUTIONS, INC. IN ACCORDANCE WITH SOURCEWELL <br />COOPERATIVE AGREEMENT NO. 031517 -SCS IN THE AMOUNT OF $68,323 — FOR A <br />TOTAL CAPITAL EXPENDITURE OF $198,133 <br />ISSUES: <br />Award Bid No. RPU -7664 for Street Improvements for the Harvey Lynn Substation Site Expansion Project <br />to D'Ybanag Construction Company, of Perris, California, in the amount of $129,810 and approve the <br />purchase and installation of access control equipment and security system components with Stanley <br />Convergent Security Solutions, Inc. in accordance with the Sourcewell Cooperative Agreement No. <br />031517 -SCS in the amount of $68,323 for a total capital expenditure of $198,133. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Award Bid No. RPU -7664 for Street Improvements for the Harvey Lynn Substation Site Expansion <br />Project to D'Ybanag Construction Company, of Perris, California, in the amount of $129,810; and <br />2. Approve the purchase and installation of access control equipment and security system <br />components with Stanley Convergent Security Solutions, Inc. in accordance with the Sourcewell <br />Cooperative Agreement No. 031517 -SCS in the amount of $68,323. <br />BACKGROUND: <br />On October 22, 2018, the Board of Public Utilities (Board) approved Work Order No. 1822052 for the <br />Harvey Lynn Substation Site Expansion Project in the amount $2,100,000. At that time, the Board awarded <br />a contract to James McMinn, Inc. for the construction of a new masonry wall in the amount of $1,074,986. <br />Staff noted that there would be a need to return to the Board in the future for the award recommendations <br />of other general improvements related to this project, such as restoring the above ground structures, street <br />improvements, and adding security monitoring. These improvements were budgeted in the approved work <br />order. <br />
