W A T E R I ENERGY I LIFE <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: JULY 8, 2019 <br />ITEM NO: 8 <br />SUBJECT: CITY OF RIVERSIDE CODE OF ETHICS <br />ISSUE: <br />Review, discuss, and make recommendations for revisions to the Code of Ethics and Conduct to be <br />submitted to the Governmental Affairs Committee and the Board of Ethics for consideration.. <br />RECOMMENDATION: <br />That the Board of Public Utilities review, discuss, and make recommendations for revisions to the Code of <br />Ethics and Conduct to be submitted to the Governmental Affairs Committee and the Board of Ethics for <br />consideration. <br />DISCUSSON: <br />On November 2, 2004, the voters of the City of Riverside approved Measure DD adding Section 202 to <br />the Riverside City Charter and requiring the adoption of a Code of Ethics and Conduct for elected officials <br />and for members of appointed boards and commissions. The City Council adopted such Code of Ethics <br />and Conduct by resolution. <br />On April 5, 2016, the City codified the Code of Ethics and Conduct by adding Chapter 2.78 to the Riverside <br />Municipal Code, entitled "Code of Ethics and Conduct". A copy of that ordinance is attached to this report. <br />The City Council most recently amended the Code of Ethics and Conduct on May 9, 2018. A copy of the <br />April 24, 2018, Council report detailing such changes is attached hereto. <br />Section 2.78.110 of the Code of Ethics and Conduct is entitled "Monitoring and Oversight" and requires <br />that prior to the end of July of each year, "boards and commissions shall agendize and discuss at a regular <br />meeting this Code of Ethics and Conduct and submit to the Board of Ethics any recommendations for the <br />Board's consideration." Section 2.78.110 further provides that any such recommendations will be <br />discussed by the Governmental Affairs Committee and the Board of Ethics at their respective meetings. <br />The Board of Ethics has scheduled their review of the Code of Ethics and Conduct for Thursday, <br />August 1, 2019. The Governmental Affairs Committee has scheduled their review of the Code of Ethics <br />and Conduct for September 4, 2019. In accordance with this schedule, the Board of Public Utilities has <br />agendized this item for discussion to determine if there are any recommendations to be submitted for <br />consideration. <br />
